Position Description

Performs administrative duties in managing and coordinating a large specialized project and program. Performs varied and complex administrative responsibilities requiring independent judgment and the application of established policies and procedures. May provide supervision and direction to clerical, paraprofessional, or professional staff members.

About the Department and/or College

Facilities Planning and Construction manages new construction and renovation projects valued at over $4 million for the Texas Tech University System and its five universities - Texas Tech University, Texas Tech Health Sciences Center, Angelo State University, Texas Tech University Health Science Center El Paso, and Midwestern State University. Additionally, the department oversees campus master planning, facility and land development, public art and vendor information for all five component institutions.

Major/Essential Functions


  • Support, encourage, and lead by the five shared values of the TTU System Administration: People First, Integrity, Community, Respect, and Exemplary Service.
  • Support, embrace, lead, and communicate the Vice Chancellor's servant leadership initiative.
  • Provide Exemplary Service for your institutional clients.
  • Develop all solicitation documents (pre-response, RFQ/RFP selection committee documents, etc.) Participate in the partner selection processes.
  • Serve as a resource and liaison between the institutions, design professionals, consultants, and contractors.
  • Coordinate project team communication.
  • Provide design and constructability reviews during the design and construction phases of the project.
  • Review submittal data including ship drawings, product data, and samples.
  • Attend all required project meetings (Design, Pre-con, construction, PD, OAC).
  • Visit construction sites and provide construction observation. Submit field observation reports in e-Builder.
  • Manage the project budget and all contingencies, change orders, and allowances.
  • Review and verify payment applications.
  • Maintain awareness and drive project schedules and milestones.
  • Provide Warranty Support.

Required Qualifications

Bachelor's degree in the area of specialization or closely related field. Five years of related administrative and technical experience. Additional job related education may be substituted for the required experience on a year-for-year basis.

Preferred Qualifications


  • Have a strong understanding and comprehension of the project management process.
  • Have a strong knowledge of Windows Suite.
  • Knowledge of e-Builder (Trimble Unitiy Construct), and Bluebeam.
  • The ability to read, interpret, and analyze contract documents and schedules, and have working knowledge of the state procurement practices.
  • A background in Architecture, Engineering, Project Management, or Construction.
