Description

Salary range is $70k to $165k, with a midpoint of $115k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction, performs a variety of duties in providing quality oversight on design and construction projects; performs quality audits, design reviews, submittal reviews, contractor design reviews and interfaces with design and construction personnel; provides timely analysis, studies, reports, surveillances, and audits; monitors and reviews work of consultants and contractors; provides quality oversight of civil engineering design, integration, and construction work; performs advanced level professional civil engineering; performs a variety of tasks related to quality oversight and quality system implementation requirements on design and construction packages. Mentors, coaches and guides QA Engineers in maintaining the established standards of work.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.



  • Performs quality reviews on contract documents, specifications and construction submittals to ensure compliance to established Agency technical procedures, standards and criteria regarding civil engineering, performs a quality review on civil engineering design drawings, specifications, calculations, analyses, and reports produced to ensure completeness, accuracy, and compliance with Agency policies and design criteria, design plans and contract documents for design errors, construction issues, conflicts, and interface coordination; writes review comments and assessments of results; and signs off when comments have been addressed.
  • Performs advanced professional level duties in support of engineering design and construction programs; develops and applies design criteria, engineering standards, technical criteria, and quality procedures related to civil facilities, track work, structural, geotechnical, traffic, utilities, and roadways. Performs technical review of a variety of plans, agreements, and documents. Conducts quality oversight surveillances and audits; reviews construction manual, specification checklists and master specification submittal list; develops checklists and reports for quality audits, construction surveillances and assessments on assigned design and construction contracts; prepares quality system documentation; analyzes and evaluates Agency Requests for Deviation (RFD) and Nonconformance Reports (NCR) for processing through the Agency Material Review Board, and evaluates changes to design and construction quality management plans submitted by design consultants and contractors.
  • Supports consistency within the QA group by providing guidance to QA Engineers through review of their ST QA reports, consistent interpretation and implementation of Agency Quality System requirements, and is capable of mentoring, coaching, teaching, leading, and presenting those requirements to others.
  • Develops internal processes or procedures as needed to ensure consistency, traceability, effectiveness, and efficiency within the QA group, and supports the design and construction QA supervisors' directives.
  • Interfaces with other Agency departments, construction contractors, design consultants and third parties to discuss quality status; reviews, analyzes, and reports on quality issues in the design, construction and operational phases of projects; and analyzes and reports on nonconforming issues and corrective actions.
  • Assists in the development of operational and maintenance quality plans and procedures.
  • Provides support to the Division and key stakeholders on matters as directed; participates on a variety of committees as assigned; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Engineering from an accredited program, and five years of relevant experience in Civil Engineering design and construction; working with consultants and contractors, preferably working in a rail or transit related environment; OR an equivalent combination of education and experience.

Preferred Licenses or Certifications:



  • A valid certificate of registration as a Professional Engineer issued by the State of Washington.

  • Modern office procedures, principles, methods, and equipment including computers and computer applications such as word processing, spreadsheets, computer aided drafting and databases.
  • Organizing and leading groups of professionals in developing designs and resolving issues.
  • Performing quality assurance and control on design and construction projects and perform required quality audits and field inspections.
  • Understanding construction processes, material testing, inspection and test reports and design procedures, CAD operations and specification writing sufficient to perform quality assurance functions.
  • Applying engineering principles and procedures.
  • Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Effectively coordinating integration efforts of numerous consultant firms.
  • Applying project management techniques and principles and defining a detailed project scope and control scope as a means of achieving overall project objectives.
  • Presentation development and public speaking skills.
  • Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
  • Preparing and analyzing complex data and comprehensive reports.
  • Reading and understanding engineering drawings, specifications, and standards.
  • Preparing clear and concise engineering reports.
  • Applying appropriate oral and written communication skills to various individuals ranging from Agency employees, engineering consultants, and local, state, and federal agencies.
  • Working cooperatively with other divisions, Agency officials, and outside agencies.
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.


Physical Demands / Work Environment:



  • Work is performed in a hybrid office and field environment.
  • Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
  • Position responsible for construction site visits to do audits and surveillances. May subject to bending, climbing, crawling, eye/hand coordination, grasping, hearing, kneeling, reaching, repeititive motion, standing, talking, seeing, walking, and carrying up to 25 pounds.
