Summary

Accountable for the daily management and coordination of NYPA's overall operations, including Overseeing, monitoring, and evaluating the operational performance; directing the preparation of operating budgets and proposals for capital expenditure and investments in infrastructure, technology, equipment, systems, or other assets and resources; analyzing and approving operational investments that best meet the organization's business needs.

Manages or has responsibilities across multiple disciplines within the Operations job family.

Responsibilities
  • Regional Asset Management Plan (RAMP) that are strategic improvements to the Asset Management Plan, or that mitigate risks associated with current assets.
  • Through the Utility Operations Project Portfolio (UOPP) gated workflow process, evaluate project options for asset optimization giving due consideration to risks, costs and expected performance. Assist with developing business cases with cost/return analysis evaluating the benefits and risks of proposed solutions/additions.
  • Support development of the site capital and non-recurring O&M plan and participate in the UOPP process. Provide site support for execution of the plans, where applicable.
  • Provide leadership, motivation, and collaboration, critical for successful NYPA asset management.
  • Lead, manage and drive the use of digital systems (Maximo, APM, DataSplice, GADS) to their fullest extent.
  • Promote the goals and benefits of Asset Management, and develop "line of sight" awareness through training and other communications such as "Asset Savvy" channels (e.g., the quarterly magazine, digital signs, etc.)
  • Administer and enforce adherence to NYPA Asset Management policies and procedures with a focus on NYPA Configuration Management.
  • Enhance communication between departments within NYPA through building relationships with stakeholders.
  • Participate in change management activities to contribute to consistently maintain high standards of performance.
  • Interface with WPO Energy Resource Management, WPO Engineering, Project Management and other departments outside Utility Operations.
  • Provide Senior Management with status of the operations/maintenance activities on a readily available basis, assessing work progress and recommending alternate plans.
  • Appropriately plan for contingencies during inclement weather, system/equipment incidents/emergencies.
  • Work closely with the Regional Manager on projects or issues involving relationships with local, state and federal elected officials and others who have an impact on the day-to-day business operation & ongoing strategic vision of NYPA.
  • Develop skills and pursue opportunities to fill in for Regional Manager.
Knowledge, Skills and Abilities
  • Strong leadership, personnel management, project management and asset management skills.
  • Excellent interpersonal, communication, organizational, and negotiating skills. Ability to influence people at all levels to achieve NYPA's and Operation's key strategic objectives.
  • Ability to manage a diverse workforce that includes management, union, and contracted labor.
  • Ability to listen sensitively to the views of others, while constructively questioning, challenging and objectively reaching decisions.
  • Ability to understand, identify and resolve conflict, which can involve labor, technical, operational, and financial issues.
  • Ability to effectively tie together the daily operational/maintenance tasks and emergent activities to the overall annual goals of the department to provide cohesive direction
  • Advanced financial/budget acumen; ability to manage financial systems/statements and profit & loss responsibilities.
  • Ability to prioritize work and delegate technical issues to the appropriate staff for resolution.
  • Ability to construct and issue reports for production, compliance, budgets, and long-term projects. Ability to organize and present technical and budgetary project proposals to senior management.
  • A thorough practical and theoretical knowledge of the machinery and processes necessary to run the generation and transmission business.
  • Maintain a working knowledge of NYPA local, regional, and corporate policies and procedures.
  • Ability to represent NYPA on industry and market participant committees.
  • Proficient with computer applications, including Maximo, Microsoft Office Suite (Excel, Word, Project, Outlook, PowerPoint) and Teams, and computer-based planning & scheduling software.
Education, Experience and Certifications
  • Bachelor's degree in Electrical, Mechanical, Civil, Engineering or equivalent (Construction Management, etc.) technical discipline
  • MBA or advanced business/finance degree, preferred
  • Minimum of 10 years of experience in the electric utility power plant operations or related industry
  • Experience leading committees with influence across the organization
  • Demonstrated experience successfully developing a diverse collaborative team.
  • 5 years managerial experience with union and salaried staff
  • Clearance Holder/Requester (Lockout/Tagout) experience, preferred.
  • P.E. License, preferred.
  • Experience managing multiple disciplines.
  • Experience with coordinating, or with a supporting role in emergency preparedness, incident management or response.
  • Advanced MARC training/labor management training, preferred.
  • Experience working with other utilities, regulatory agencies, customers, and other outside organizations.
Physical Requirements
  • Up to 20% travel primarily within NY State.
  • Protective equipment must be worn in the performance of some duties.
  • Work with hazardous materials may be required.
  • Ability to access all areas of the plant and conduct physical evaluations of grounds and equipment including ability to climb and work at high elevations.
  • Ability to perform physically demanding work while wearing a respirator.
  • Extended working hours with the possibility of weekend and holiday work, as required by schedules, workload, and plant conditions.
  • Able to lift/move objects weighing in excess of 40lbs.

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is: $152,900- $229,360. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
