Job Description

Torch Technologies is seeking an experienced Engineering Operations Analyst to support the Missile Defense Agency (MDA) in the planning, implementation, and testing of Missile Defense System (MDS) communications architectures for certification and event execution. This role combines technical analysis, engineering support, and cross-functional collaboration to enhance the performance and reliability of critical systems.

Key Responsibilities:



  • Required to proactively support of assessments of MDA Command and Control (C2) and communications architectures to include; Link 16 , Battle Command systems, and interoperability.
  • Required to provide subject matter expert support and knowledge of MDA communications structures, software loads, fail-over, recovery and provide MDS Enterprise level assessment requirements to test these systems in ground test events.
  • Required to provide engineering support for HWIL Test analysis to maintain and improve the existing architecture and interoperability.
  • Candidate will be required to leverage their SME expertise to develop test scenarios that will test the architecture, sub-architecture, and perform system validation & verification in support of fielding new capabilities.
  • Provide analysis to reviews per GT event for DT and Operational Test (OT) objective requirements.
  • Establish, develop and maintain effective relationships with associated MDA and outside agency's planning, test execution, and analysis teams.
  • Performs other related Project assignments as requested.
  • Conduct in-depth analyses of engineering data to identify trends, root causes, and performance improvement opportunities.
  • Support engineering teams in developing and implementing solutions to address identified challenges and optimize processes.
  • Collaborate with cross-functional teams, including Design, Manufacturing, and Quality Assurance, to provide data-driven insights that guide project decisions.
  • Generate technical reports, presentations, and documentation to communicate findings, recommendations, and status updates to stakeholders.
  • Assist in risk assessment and mitigation planning for engineering projects, including lifecycle cost analysis and reliability studies.
  • Utilize engineering software and tools to model, simulate, and predict performance outcomes for various engineering scenarios.
  • Stay up-to-date on industry trends, engineering best practices, and emerging technologies that can enhance analysis methodologies.
  • Participate in continuous improvement initiatives by applying analytical techniques to enhance overall efficiency and quality.

Job Requirements

  • 10+ years of related experience
  • DoD experience is required.
  • Subject Matter Expert (SME) in at least one primary MDS element: C2BMC, Aegis BMD, THAAD, IBCS, or Patriot
  • Experience with peripheral communications equipment, ADSI, NSITE, TDACS, JRE, Etc.
  • Experience with MDA testing protocols (ground and flight test)
  • Experience with OPIR tracking and reporting
  • Knowledge of MIL STND 6016 and 3011
  • Knowledge of war fighting doctrine, joint combat command structure, and global command and control constructs
  • Working knowledge of the MDA/BMDS specs and components
  • Positive attitude and strong work ethic
  • Demonstrated ability and interest in solving complex technical problems
  • Excellent communication skills
  • Ability to work effectively in a dynamic and collaborative environment
  • Ability to obtain/maintain a Secret Clearance.



Preferred Qualifications:



  • Bachelor's or Master's degree from an accredited institution
  • Joint Interface Control Officer (JICO) graduate.
  • Experience with complete MDS communications architecture, preferably INDOPACOM - Guam
  • Strong organizational skills, attention to detail, and proactive problem-solving.
  • Knowledge of predictive modeling, statistical analysis, and industry standards.
