Team Lead/Lead Facilitator, USAID/Georgia Staffing Review and Analysis

Project Objective:

USAID/Georgia requests support for strategic organizational development services to review the Mission's organizational structure, American and FSN staffing levels, and provide recommendations on potential changes to that structure in order to ensure the effective delivery of USAID's assistance.

This work will include a review of the Mission's Country Development Cooperation Strategy (CDCS) and other program-related documents; Agency initiatives implemented by the Mission; an analysis of the regular and non-regular taskers and burden on the mission; current budget levels and trends; the Mission's staffing pattern; interviews with staff; and current political/operational environment in the country. It is very important that a consultative approach is employed to ensure staff buy-in to the recommendations.

Position Description:

SI is seeking a Team Lead to carry out the requested work and lead the drafting of the recommendations report. This consultancy may include travel to Georgia for one week at the beginning of February. The Team Lead may also be supported by a short-term advisor. Other team members will include an SI Project Director, Project Manager, and Project Assistant.

This is a short-term consultancy with approximately 20-25 days of LOE. The consultancy is expected to begin at the end of January and finish by the end of March.

Responsibilities:



  • Lead the development of the methodology for investigating the Mission's organizational structure and potential staffing changes.





  • Carry out the proposed methodology including a document review and consultations with Mission staff (which will be done remotely and may also include a one-week trip to the Mission in Tblisi).





  • Lead the analysis and drafting of a recommendations report.





  • Work collaboratively with SI team members on all tasks and deliverables.



Qualifications:



  • Bachelor's/Master's degree in social science, organizational development, sociology, development studies, or related field.





  • Minimum seven years of experience in organizational development, group facilitation, change management, and/or strategic planning.





  • Strong interpersonal skills, including patience, diplomacy, willingness to listen as well as respect for others are required.





  • Demonstrated ability to effectively interact with people in a multi-disciplinary and multi-cultural environment.





  • Able to work well with, and be inclusive of, colleagues and stakeholders from varied backgrounds.





  • Excellent oral and written communication skills required.





  • Previous work experience with USAID required.





  • Fluency in written and spoken English required.
