Position Summary
The Director of Rates & Regulatory Planning oversees all rates, tariffs, riders, and administration policies for Duke's North and South Carolina operating companies. The Director will support rate design for rate cases, ensuring revenue recovery as allowed by the respective utility commission. Additionally, responsibilities include policy management in conjunction with Large Account Management, Legal, and Regulatory, while also coordinating with Billing to ensure proper application of the charges in Duke's billing system.
Responsibilities
Coordinate with the state Regulatory and Cost of Service teams to execute the rate design elements of rate cases, including tariff design/filing, and coordination with billing for final implementation. Defend proposed rate designs and prices as the Company's expert rate design witness. Design rates and pricing to align with cost of service and implement policy, as ordered by the respective utilities commission and consistent with Company strategy. Oversee regulatory filings, compliance activities, and rider updates, including coordination with public advocates or commission staff as appropriate. Lead strategic company or jurisdictional initiatives such as development of innovative rates or new products (in partnership with Products and Services). Maintain positive working relationships with stakeholders internally and externally; be trusted voice for rate design inside and outside the Company. Ensure tariffs are able to bill in the billing system. Work with Billing to resolve issues or errors as necessary, including communication to regulators or consumer advocates to address billing concerns related to rate designs. Direct and develop others in the jurisdictional work, including performing supervisory function as required.

Able to effectively and independently lead major work streams and direct process to successful completion (i.e. rate cases, etc - Complexity, size, and number of jurisdictions differentiate expectations between Manager and Director levels). Able to provide guidance to others (both internal and external to the group), teach and develop other employees, and delegate work as appropriate. Demonstrates strong leadership qualities across multiple disciplines / departments with full confidence of department proxy. Strategically identifies emerging industry issues and rules and proactively addresses how these issues may affect regulatory processes and suggests proper ratemaking treatment. Able to develop relationships and communicate with a wide audience range including executives both internal and external to the company. Proficient in conflict management. Listens attentively and able to communicate both orally and in written form proficiently. Able to present ideas and concepts clearly. Testifies on behalf of Rate Design in rate cases and other related regulatory proceedings.

Bachelors degree in Engineering, Business, Accounting, Finance, Mathematics or other technical degree provided related work experience Chartered Financial Analyst and/or Certified Public Accountant and/or Certified Management Accountant and/or Attorney
Additional Preferred Qualifications
Quantitative background with ability to understand, challenge, and interpret statistical or big data analyses Seasoned witness for both written and oral testimony Knowledge of electric grid system operations Engineering or other Technical Degree with significant related work experience is acceptable
Working Conditions
Hybrid Mobility Classification - Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable daily commute to a Duke Energy facility Office environment with occasional travel to meet with customers, regulators, or for testimony (Travel 5-10%)
