Pay Range

$33.00 - $41.00 Hourly for the 538.1 level

$42.00 - $51.00 Hourly for the 538.2 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We have an opening for a Permit Technician. You will coordinate with customers to receive, organize, and coordinate the construction plan submittal, approval, and permit issuance process. This position is in the Emergency Management Department, Building Safety and Fire Protection Division.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Receive and process applications, plans, and specifications for Building Permits, check and review for completeness and enter into the Building Safety database, distribute for review to Building Safety plan review personnel, gather and collect input and process Building Permits for final approval.
  • Act as a point of contact for requests for Building Inspections, log requests, and assist in distribution of requests to Building Safety inspectors.
  • Track and monitor progress of plan reviews and permit applications.
  • Receive and coordinate comments from Building Safety plan reviewers and distribute comments to customers.
  • Maintain Building Safety filing systems, both electronic and paper, copies of plans, permit applications, and drawings.
  • Comply with security policies and procedures for handling and transmitting sensitive documents.
  • Perform other duties as assigned.

Additional job responsibilities, at the 538.2 level

  • Coordinate, select, and compile data from multiple sources; prepare and compose for review, proof, edit, process, and distribute correspondence. Act as an administrative contact for Building Safety.
  • Create statistical analysis reports on permit data for management review.
  • Meet with customers to explain the permitting process and explain the role of Building Safety in the construction process.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Associate degree in a relevant field, or the equivalent combination of education and/or relevant experience.
  • Experience with office procedures and record keeping with accurate typing, grammar, and proofreading skills.
  • Organizational skills, attention to detail, accuracy, and follow through to manage and coordinate a very high volume of work in multitask environment of rapidly changing priorities, deadlines, and frequent interruptions; ability to independently determine and set priorities.
  • Computer literacy and experience with Microsoft Office Suite; ability to record data and maintain accuracy on spreadsheets, and the ability to learn new software.
  • Understanding of construction-related or construction permitting terminology.
  • Effective communication and interpersonal skills necessary to interact effectively with a diverse workforce and represent Building Safety with all levels of management, internal and external to LLNL.
  • Problem-solving and decision-making skills to anticipate, identify, and independently recommend appropriate actions and solutions to administrative problems; ability to exercise a high degree of discretion and mature judgment in handling business sensitive and or/classified information.

Additional qualifications at the 538.2 level

  • ICC Permit Technician Certification.
  • Ability to read and interpret construction plans and specifications.
  • Knowledge of Federal and State laws, rules, regulations and organizational policies and procedures relevant to building, engineering and land use, sufficient to answer questions and provide basic information to the public.
  • Experience issuing building permits.
  • Familiarity with BlueBeam or other drafting/design software.
  • Familiarity with FileMaker Pro or other permitting database software. Ability to enter relevant project data such as area and cost, run queries and generate reports such as processing times, aged projects, etc.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.

Pre-Employment Drug Test

Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
