Job Summary

The HR Strategic Initiatives Program manager is responsible for collaborating with the VP, Strategic Initiatives and HR Business Partners and other key stakeholders to partner in developing a plan to activate all pillars of UCSF's People Strategy. This role will bring organization development expertise to the strategic development and activation plan for each People Strategy pillar by developing and implementing organizational development strategies that will lead to programs that shape leadership culture and help UCSF meet its future challenges and opportunities. This role will be a member of an activation team and will function at all levels - from conceptual strategic design to actual management of day-to-day project activities., including assessing strategic objectives to anticipate impacts that require programmatic solutions and interventions, including change management solutions.

The initial focus of this role will be to activate the first People Strategy Pillar - building a new leadership development program for both the health and campus parts of the organization. This role will be responsible for collaborating with key partners to develop and deliver a comprehensive world-class leadership and management training program and experience that supports UCSF's enterprise-wide People Strategy in the context of organizational goals and objectives. With a wide-ranging understanding of organizational dynamics, this role provides expert-level guidance on business processes and strategic initiatives that have broad organizational impact. The Program Manager oversees the full lifecycle of leadership development products, balancing strategic goals with day-to-day execution to ensure successful program outcomes. In addition to supporting the Leadership Development pillar of UCSF's enterprise-wide People Strategy, this position will be involved in other components of the People Strategy as it is built, specifically related to the organizational development perspective.

To achieve this, the incumbent will independently use and apply wide-ranging experience and proficiency in organizational development, effectiveness, business process analysis and strategic planning on projects that typically have enterprise-wide impact, as well as change management. Understands business needs and how systems, both technical and non-technical, can support those needs. Having wide-ranging experience, uses organizational development concepts and organization objectives to resolve the most complex issues with organization-wide impact or great political sensitivity, where analysis of circumstances and information requires an in-depth evaluation of factors. The incumbent's expertise reflects organizational development expertise based on internal and external experience and provides sought-after guidance throughout the enterprise. End-to-end product management, from concept and development to launch and post-launch phases, making decisions on iterations, new features, and product retirement when necessary. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results that link to the enterprise goals. Balance both the strategic (big picture) and tactical (day-to-day) elements of product development to ensure that the product meets user needs and business objectives. Internal and external contacts often pertain to organization plans and objectives. Act as the point of contact for any product-related issues or roadblocks, and quickly resolve problems that arise during development or after product launch.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $105,900 - $206,300 (Annual Rate).

Required Qualifications


  • Bachelor's degree in related area and / or equivalent experience / training
  • Minimum Five (5) or more of relevant experience
  • Expert knowledge of the organizational development and effectiveness field, theories, models to assess, design and implement customized organizational interventions
  • Demonstrates superior analytical, problem-solving, project planning and implementation skills
  • Demonstrated ability to track key performance indicators and use that data / information to inform decisions around improving or pivoting the product
  • Demonstrated ability with superior written, verbal and presentation skills for influencing and facilitating sustained change
  • Demonstrated ability to work with large and complex data sets; providing analyses and recommendations as output; using complex data to tell the story
  • Possesses superior consulting, relationship building, and strategic thinking skills.
  • Experience with multiple approaches to gathering input and feedback, including survey design / implementation / assessment to inform decisions and to identify improvement opportunities
  • Demonstrates superior strategic-thinking and consulting skills in guiding the organization toward workable strategies and solutions.
  • Demonstrated ability with designing and implementing strategy and strategic initiatives
  • Ability to facilitate and influence people at all levels. Ability to persuade through both logic and appeal to positive motivations. Ability to handle multiple constituencies, agendas, engagements and tasks, and to deal productively with ambiguity and conflict
  • Demonstrates ability to learn quickly, reason, synthesize and generalize based on information obtained; sound judgment; ability to draw unbiased conclusions
  • Ability to focus on priorities, strategies, and vision
  • Knowledge of the consulting process to effectively lead highly significant engagements from inception to conclusion
  • Demonstrated ability in applying excellent skills in change management programs on a regular basis
  • Highly-skilled in navigating organizational complexity
