REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for the Administrative Coordinator position in the Human Services Operations and Administrative Services Section.General DescriptionThis position requires a well-organized, self-motivated individual. Requires good communication skills - must be able to perform over average business (verbal and electronic) communication; must be able to work independently, as well as part of a team. Must be able to multi-task and prioritize. Will be required to provide customer service in person and via phone to research and resolve a variety of routine internal and external inquiries. Performs administrative work assisting in the coordination and administration of business operations and functions. Works under general supervision, independently developing work methods and sequences.

Minimum Education and Experience Requirements
Requires an Associate's degree from an accredited college or university with major coursework in business or public administration or closely related field.
(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years in staff administration, management, and organization or closely related experience including six (6) months lead work/supervisory experience depending on area of assignment.

Special Certifications and Licenses
Possess a valid FL Class E Drivers License at time of appointment and maintain authorization to drive on county business.
Preferences
Bachelor's degree in related field
Experience in social services field
Certified Employment Support Professional
Certified Workforce Development Professional or similar certification
Bilingual (English/Spanish; English/Creole);


DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Payroll Liaison

Review Kronos time card details, Notify supervisors of payroll issues, Update Kronos PeopleSoft Action forms, Enter Kronos Change Requests forms, Sign off on eligible time cards at the end of each Pay Period, Prepare and distribute Time card Adjustment forms and Run reports in PeopleSoft and PeopleSoft HR as requested.

Mandated Medicaid Billing Specialist

Coordinate Medicaid billing to hospital districts using both Excel format and PeopleSoft . Distribute monthly manually prepared mandated invoices, and reminders 45 days in advance. Verify that monthly invoices sent to Hospital Districts are paid in a timely manner. Prepare monthly electronic Invoices in PeopleSoft in order that the payments received from the Hospital Districts can be properly accounted for in the County Accounting System. Prepare monthly payment requisitions for wire transfer payments to the State of Florida before the 5th of each month.

Mandated Medical Arrestee Reviewer and Processor

Review Medical Arrestee data entered in the ACT! System, verify entries posted are valid based on perimeters set periodically.Audit claims entry logged weekly to validate claim status. Prepare statistical reports for Management Staff as requested.Reconcile payment information entered in Act! with PeopleSoft report periodically. Periodically assist with processing Arrestee claims.

Mandated Department of Juvenile Justice Verifier

Perform monthly verification of juvenile detainees to validate residency per DJJ Mandated program, utilizing GIS Program. (Geographic Information System).Prepare report of any discrepancies for further investigation and formal notification to DJJ.

Accounts Payable Receiver

Review and process receivers,verify scanned copies of invoices are in appropriate folders, process receivers in PeopleSoft module, verifying goods / services and prices are in accordance with invoice. Review and modify copy of invoice to include receipt number for accounting purposes. Process Requests for disbursement for emergency payment from various agencies. Verify authorized copy of receipt invoices are appropriately transmitted to Accounts Payable for processing utilizing PeopleSoft Integrate software system. Process other non purchase order related invoices also utilizing PeopleSoft system.

Prepare Special Projects as assigned by Management Staff. a. Prepare and review monthly General Fund Budget forecast as needed; b. Prepare specially assigned projects by Management Staff; c. Approve vouchers in PeopleSoft worklist as Level 1 approver; d. Work on projects associated with Medicaid and or Arrestee billing.

Coordinates the business operations functions of a County division, section or unit; may supervise clerical and specially assigned technical staff engaged in a wide variety of secretarial, clerical, bookkeeping and technical functions; assigns and reviews work of subordinates and/or specially assigned project personnel.

Coordinates the activities of a program or project which has operational responsibility of considerable scope; assists in the development of project procedures and schedules; prepares project reports and related data.

Reviews state of accounts and records, and assists in preparing oral, written and statistical reports; provides professional level staff assistance to an administrative superior, division or department head in specially assigned areas of operation; assists and advises on matters pertaining to programs or projects assigned.

Responsible for maintenance of project records and documentation; facilitates the accomplishment of work through providing, obtaining and coordinating a variety of services.

Acts as administrative liaison among various County operational and administrative functions related to an assigned program or project; interprets and explains policy regulations and operating procedures.

Performs related work as assigned.
