Salary Range: $125,091.20 - $187,636.80

JOB SUMMARY: The Business Relations Director oversees and manages relationships between IMSD and Milwaukee County's various departments/business units. This position is responsible for Client Relationship Management, Business Development, Stakeholder Engagement, Communication and Collaboration and Market Research and Analysis. Conveying the technology vision/mission to aid Milwaukee County to take advantage of existing and evolving innovations. Guide the Business Relationship Managers (BRM) and Project Management Office to assist the business in the preparation of new project requests, helping to convey the needs in language most understandable to technology professionals and maximize the benefits of technology in the furtherance of our County, departmental and division goals.: evolve culture, build partnerships, drive value and mature BRM discipline.

JOB DUTIES:



  • Client Relationship Management: Developing and maintaining strong relationships with department leaders, ensuring their needs are met by the Business Solutions & PMO teams, and acting on client feedback to mature the Relationship Management Discipline. Setting standards and expectations for Business Relationship Managers, Business Development Analysts and Project Management Office.
  • Business Development: Identifying and mentor team to develop opportunities with existing clients, participating in review of contracts and agreements, and expanding the network and revenue streams for Milwaukee County. Identifying and mitigating risks associated with client relationships, contracts, and business development activities to protect the company's interests and reputation.
  • Stakeholder Engagement: Engaging with key stakeholders such as internal business partners, government agencies, industry associations, and community groups to foster positive relationships and support business objectives. Collaborating with senior management to develop and implement business development strategies, identify growth opportunities, and achieve revenue targets.
  • Communication and Collaboration: Serving as a liaison between different departments within Milwaukee County, ensuring alignment and coordination on business development initiatives and client servicing activities. This would involve collaboration with Enterprise PMO, Internal Communications, departmental marketing professionals, and IMSD team members for the forward movement of the Strategic Focus Areas including the cascading of those goals to the Department of Administrative Services and Information Management Services Division.
  • Market Research and Analysis: Conducting or directing team in market research to identify trends, opportunities, and potential threats, and using data-driven insights to inform business decisions and strategies.
  • Team Leadership: Leading and managing a team of business development and project management professionals, providing guidance, support, and mentorship to achieve team goals and objectives. Developing and managing budgets for business development and project management activities, ensuring efficient allocation of resources and maximizing return on investment. Oversight of Central Spend budget which represents the applications and technical support for all Milwaukee County departments.
  • Performance Tracking and Management: Monitoring key performance indicators, tracking progress against business development and project management goals, and preparing regular reports and presentations for senior management.



MINIMUM QUALIFICATIONS:



  • Possession of a Bachelor's Degree - IT related, Business, Government related, Computer Science, or Engineering.
  • Possession of a valid Wisconsin Driver's License is required and maintained throughout employment.
  • At least five (5) years' experience Business Solutions / Business Analysis or Project Management Team Leadership, Process analysis, requirements gathering, project management.
  • At least five (5) year of experience supervising or managing a team of employees/contractors in an Information Technology, Business, Process Analysis, Business Relations, Project Management setting.
  • Advanced knowledge and experience with Microsoft Office applications.
  • Advanced knowledge of business analysis techniques such as requirements gathering, process improvement, and value stream mapping. Development and execution of IT strategies and roadmaps. Organization change and operation in a matrixed environment.
  • Advanced knowledge and experience with project management software tools (e.g., Jira, Smartsheet, Microsoft Project, etc.).
  • Advanced and thorough understanding of project management techniques and methods.



KNOWLEDGE, SKILLS, AND ABILITIES:

Accountable to create business strategies and proposes implementation methods. Communicates with elected County officials and departmental leaders. Conducts manager performance reviews, approves supervisor and staff performance reviews. Approves business plans, budgets, and schedules. Prioritization accountability. Facilitating resource management. Ensuring compliance with County and legal requirements. Managing relationships with stakeholders. Overseeing a department's overall performance. Understanding conflicts with teams and providing solutions.
