Position Summary

Perform a variety of engineering duties in the Development Review or Capital Projects workgroups to ensure private and public development complies with City regulations. Responsibilities include inspecting and monitoring construction associated with new development, permitting work within and use of the Right-of-Way, accepting or rejecting public infrastructure improvements, calculating, assessing and providing information on development fees, preparing construction drawings and specifications, and assisting the Surveyor with land and construction surveying. These tasks are illustrative only and may include other related duties.

Full-Time 40 hours per week

Essential Functions

The Engineering Technician performs some or all of the following essential functions depending on assigned workgroup.

Conducts field inspections of new infrastructure construction to ensure compliance with permits, specifications and City standards. Acts as primary contact to design engineers, contractors, and developers to resolve issues throughout construction, and maintains accurate records of work activity and inspections. Develops recommendations to the Engineering Supervisor for the resolution of construction issues.

Coordinates and represents the City in project meetings with contractors, engineers and developers. Addresses questions and construction issues, provides direction to resolve those issues.

Conducts waterline testing including collecting water and bacteria samples, maintaining chain of custody and delivering samples to the water quality lab. Inspects and places into service new waterlines per AWWA and City standards.

Reviews, approves, inspects and enforces safe and effective traffic control within the Right-of-Way.

Assists with the review of administrative land use applications for compliance with City Codes and standards under the direction of the Civil Engineer II. Assesses potential impacts on City infrastructure; ensures compatible interface; and, enforces associated regulations, codes, standards and policies. Notifies developers and engineers of revisions needed to meet City standards, provides review comments and the engineering portion of the staff report.

Reviews and approves permits for franchise utility work within the Right-of-Way and public use of the Right-of-Way. Approves appropriate traffic control, including road closures and signal shutdowns. Issues permits and monitors project work; identifies and resolves problems in the field.

Coordinates with other City departments and workgroups for TV inspections, street sign and striping installations, live waterline work, project submittals, and project close-out inspections. Coordinates lane and street closures with transit, emergency personnel, school district, OSU, and other impacted property owners.

Uses traffic count equipment to accurately collect traffic data.

Responds to public complaints and inquiries. Participates in public outreach related to construction projects. Provides general customer assistance.

Conducts field inspections on construction sites for compliance with state and local erosion control standards, excavation and grading, and site development. Responds to complaints related to inadequate erosion prevention measures and permit compliance.

Maintains knowledge base to communicate and ensure compliance with State and City engineering standards, specifications and guidelines, and other laws and regulations affecting transportation and utility activities.

Reviews Public Improvement by Private Contract (PIPC) plans and details associated with development activity in order to assess potential impacts on City infrastructure systems and enforces associated regulations and policies under the direction of the Civil Engineer II. Provides review comments and issues permits for these activities.

Drafts construction drawings using AutoCAD. Drafts project specifications, cost estimates, and contract documents. Reviews construction plans, drawings, and submittals by others to ensure compliance with standards.

Measures and verifies field constructed improvement quantities to generate pay estimates for contractor progress payments. Works with contractor representative to facilitate changes to the approved contract documents under the direction of the Civil Engineer II.

Provides field support to the City Surveyor as needed.

Performs as a member of a team, assisting with development of work group goals and objectives and contributes to the achievement of those goals and objectives.

Qualifications and Skills

Education and Experience

High school diploma or equivalent and five years' experience in civil engineering, municipal inspection, construction management or a related field.

Associate's degree in civil engineering, construction engineering management or a related field and three years of related experience.

-OR-

Bachelor's degree from an accredited program in civil engineering, construction engineering management or a related field. One year of related experience preferred.

Knowledge, Skills and Abilities

Ability to understand, apply and explain City Land Development Code, construction-related codes, standards and ordinances within the probationary period.

Ability to read and interpret technical documents, specifications, construction plans and drawings. Ability to communicate with a wide range of people, resolve conflicts and mediate disputes in a fair and impartial manner.

Ability to use various software programs related to plan review, engineering, design, and Geographic Information Systems (GIS) to map utilities, streets, and addresses.

Ability to effectively schedule, organize and manage a workload of various functions on multiple fronts.

Ability to get along well with coworkers and the public and maintain effective work relationships.

Thorough knowledge of traffic laws and defensive driving.

Special Requirements

Ability to collect drinking water samples according to City policies, procedures and NELAC accreditation within the probationary period.

Possession of and the ability to maintain a valid Driver's License.

Position may involve working overtime and on weekends, as needed.

Ability to use a computer for extended periods of time, software related to engineering design and GIS systems to perform the essential functions of the position.
