SUMMARY

This position requires the individual to be proficient in the terminology and application of the technical and political processes concerned with the use of land, public welfare, and the design of the natural and built environment.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Produce subdivision and land development reviews.
  • Work cooperatively with other staff, general public, and local officials.
  • Manage multiple tasks, meet deadlines, and organize information.
  • Attend public meetings, day or evening.
  • Duties as assigned.
SPECIALIZED SPECIFIC DUTIES AND RESPONSIBILITIES in addition to all of the above shall include some combination of the following:
  • Develop a broad knowledge of the trail development pipeline and open space protection.
  • Assist with trail and open space projects from project kick-off to conclusion.
  • Develop a technical knowledge of trail planning, engineering and construction.
  • Develop a technical knowledge of open space protection, including the tools for doing so, including fee acquisitions and conservation easements.
  • Serve as a resource to MCPC staff on open space, trail, and park planning issues.
  • Assist with preparing trail and open space memos to Procurement and senior county leadership, including the County Commissioners.
  • Assist the Trails and Open Space Planning Manager with the development of the section's annual capital budget.
  • Assist in drafting and reviewing trail and conservation easements.
  • Author and review planning related documents such as, but not limited to, open space plans, comprehensive plans, greenway studies, and other reports.
  • Assist with identifying and writing trail and open space grant applications; coordinate with other MCPC staff and outside entities as required.
  • Participate in professional open space, conservation, and trail planning events.
  • Engage in professional outreach and development; assist with submitting presentation proposals and represent MCPC at relevant conferences/seminars.
  • Coordinate with county solicitors as required.
  • Maintain professional contacts and certifications.

QUALIFICATION REQUIREMENTS

  • Master's Degree in Planning, Landscape Architecture or related degree plus 0-1 years' experience.
  • Any equivalent combination of education and experience which provides the knowledge and abilities necessary to be successful in the position.
  • Excellent written and verbal communications skills including public speaking.
  • Good analytical, organizational, logical thinking and problem-solving abilities.
  • Ability to work independently as well as in a team environment.
  • Ability to use state of the art business and audio-visual equipment.
  • Ability to multi-task.
  • Strong organizational and time management skills.
  • Knowledge of essential professional office computer software to perform word processing, spreadsheet analysis, presentations, and design.
  • Competency in ESRI Geographic Information System (GIS) software, including ArcPro and ArcGIS online.

Walking is required in field conditions with uneven terrain to perform site visits, acquire information, and perform inspections or to attend meetings. The employee is occasionally required to use hands to handle or feel objects. The employee is also required to kneel or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and depth perception. The employee must be able to drive to various locations during the day or night and attend meetings that may last several hours.
