DESCRIPTION OF WORK

Position Purpose: Governor Shapiro is committed to advancing energy policy and climate action. The Department of Environmental Protection is seeking applications for an Environmental Markets Senior Data Associate who will be charged with assisting the Department and the Governor's Office in analysis of the economic impact of potential new policy solutions. In the face of growing need for energy solutions, DEP is committed to designing compelling policies that address climate and energy problems and provide real-world benefits. The candidate will inform strategies and policies by serving as a resource for such real-world impact of potential policy solutions and serving as a significant resource in the development of policies by informing their impact on climate and environmental problems and being able to quantify those impacts in a tangible manner. This two-year limited term position will lead the advancement of Governor Shapiro's priorities related to Pennsylvania's climate and energy agenda. The selected candidate will report to leadership within the Policy Office at the Department of Environmental Protection. PRIMARY RESPONSIBILITIES:
- Compiles and analyzes data and research regarding environmental and energy policy
- Analyzes existing climate and environmental legislation and policies, in Pennsylvania to determine actual and potential environment impacts
- Communicates research findings to Department and Governor's Office leadership in an efficient manner through written memos, presentations, etc.
- Collaborates with other agencies to develop creative policy solutions for Pennsylvania
- Keeps up to date with neighboring states and federal energy policy
- Supports the research and policy development of Governor Shapiro's energy policies
- Tracking of metrics and categorizing of data for multiple environmental and energy proposals
- Other duties as assigned

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as an Executive Policy Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Four years of policy analysis and planning experience; and a bachelor's degree in policy analysis and planning, public administration, or a closely related field; or
- Two years of policy analysis and planning experience; and a master's degree in policy analysis and planning, public administration, or a closely related field; or
- Any equivalent combination of experience and training.
Additional Requirements:
- You must be able to perform essential job functions.
