Join Our Team as a Director of Development- Public Housing!

Are you passionate about creating innovative housing solutions and transforming communities? Gorman & Company is seeking a Director of Development- Public Housing to lead impactful affordable housing projects from inception to completion.

At Gorman, we specialize in developing, constructing, and managing service-enriched housing options for individuals and families. As a member of our team, you'll work alongside dedicated professionals committed to addressing the nation's affordable housing challenges.

What You'll Do:

Lead Affordable Housing Projects:


  • Oversee the planning, underwriting, financing, and construction phases of development projects.
  • Manage lease-up activities and ensure successful financial conversion post-completion.
  • Work closely with financial analysts to review and vet project budgets and proformas.


Stakeholder Collaboration:


  • Represent Gorman in meetings with public and private partners, including government agencies, community organizations, and financial institutions.
  • Build relationships with elected officials, nonprofit organizations, and community groups to drive project success.
  • Serve as a company representative at community and industry events to increase market presence.


Financial Management:


  • Assist the Market President in identifying financing partners for new developments and preparing investor/lender RFPs.
  • Review legal documents for financial closings and ensure all commitments are met.
  • Track development budgets and prepare financial models, including sources and uses statements and cash flow projections.


Regulatory & Compliance Oversight:


  • Ensure all projects comply with federal, state, and local regulations, including Davis-Bacon, ADA, and physical accessibility requirements.
  • Prepare applications for government and quasi-governmental funding programs and submit post-award documentation as required.


Team Coordination:


  • Collaborate with the Architecture and Construction teams to meet design and construction standards.
  • Work with on-site staff to implement required program activities and compliance monitoring for each development.
  • Assist with negotiating construction agreements and monitoring vendor/contractor performance.


Additional Responsibilities:


  • Conduct site visits for potential and existing projects.
  • Assist with securing site control and reviewing materials for land purchases, leases, or transfers.
  • Initiate strategic planning for future development opportunities and evaluate predevelopment partnerships.
  • Oversee project schedules, perform final development inspections, and ensure timely completion of construction.


What We're Looking For:


  • Bachelor's degree in real estate, finance, business administration, or a related field (Master's degree preferred).
  • Experience with state or federal housing programs, especially LIHTC, is a strong plus.
  • Exceptional organizational, analytical, and communication skills.
  • A passion for addressing affordable housing challenges and making a difference in communities.
  • Proficiency in Microsoft Office Suite.
