POSITION CONCEPT

The Damage Prevention Underground Locator will accurately locate and mark Tampa Electric Company's underground facilities to ensure public safety and minimize damage resulting from excavation work. Inspect distribution facilities and take appropriate action in response to customer concerns for safety. Know and conform to safe work practices, including working with 'hot' primary and secondary and 13KV cables, and safe driving practices.

PRIMARY DUTIES AND RESPONSIBILITIES

Accurately locate and mark the location of the underground assets on roadways, private property, and other locations, as appropriate and needed, using required spray paints, flags, and other equipment. Photograph sites and complete all information required for each locate ticket. Utilize computer to receive /complete locate tickets and obtain related work locations and descriptions.

Inform excavators of any work that could endanger the safety of the public or TEC facilities.

Notify appropriate TEC departments of any maintenance needs, or hazardous or environmentally sensitive condition observed.

Investigate and provide specific written reports on all instances of cable damage to be used in the legal process for recovery of costs.

RELATIONSHIPS

Internal: Interacts with multiple levels in the organization (i.e., Distribution Design Technicians, One Source, Service Area Representatives, Planners, System Service Dispatchers, Project Managers, Line Supervisors).

External: Interacts with customers, governmental agencies, contractors, and developers. Establish and maintain positive relations with all excavators, customers, and other utilities.

QUALIFICATIONS

Education

Required: High School Diploma or equivalent.

Preferred: Associate or Bachelor's degree or technical school certificate.

Licenses/Certifications

Required: Valid Florida driver's license and safe driving record.

Direct Experience

Required: 1 year of direct work experience in electric underground line/cable locating.

Preferred: Experience with gas line locating and operating Ground Penetrating Radar.

Knowledge/Skills/Abilities

Required: Ability to learn all job-related skills; Proficient in Microsoft Outlook, Irth-Net or Dig Track ticket management system; Demonstrated knowledge and understanding of complex map reading, construction prints, drawings. Must understand company safe work practices, work rules, work procedures, regulations, and policies; Must use independent judgment in work assignments and decision making that affects company operations. Good working knowledge of transmission and distribution facilities. Understanding of National Electric Safety Codes. Must fulfill OSHA competency requirements for working with energized equipment over 70 volts. Must prove competency in the operation of 3M's Dynatel, Vivax V-Loc Pro and Radio detection digital detection units.

Preferred: Utility Distribution construction specifications, and underground construction practices

Ability to locate gas, water, and fiber.

WORKING CONDITIONS

* Must comply with all safe work practices, work rules, work procedures, regulations, and policies.

* Work outdoors for extended periods, often 8 hours or more per day, in all-weather environments.

* Will be exposed to and work around aerosol paint.

* May be required to respond to emergency locate requests after normal hours.

PHYSICAL DEMANDS/ REQUIREMENTS

* Must be able to go from a sitting/driving position to a standing/walking position and from a walking/standing position to a sitting/driving position more than twenty times per workday.

* Must be able to walk on or around grass, gravel, concrete, ditches, construction zones.

* Must be able to walk long distances, often up to three miles for a single locate and more than several miles during a normal workday.

* Must be able to lift to 75 lbs.

* Must be able to lift equipment into and out of the locate vehicle.
