Job Summary

Loudoun County's Department of Finance and Procurement is seeking qualified candidates with strong analytical and supervisory skills who thrive in a fast-paced work environment to fill a full-time position of Financial Analysis Manager. Under the general supervision of the Division Manager, this position will perform and supervise financial analysis for specialized County projects, as well as serve on committees which support fiscal sustainability, asset management, and economic development planning.

Essential functions of this position include operational and acquisition analyses. Operational analyses include ensuring compliance with applicable County policies, federal and state laws, developing and interpreting complex financial reports, performance tracking, analytical modeling for revenue and asset replacement forecasts to provide decision support for Board of Supervisors, cost and benefit comparison, time value of money analyses (i.e., net present value for lease versus buy) and economic impact analysis. Acquisition analysis may include developing government cost estimates to support major procurement efforts (i.e., Public Private Partnerships, life-cycle costs for County initiatives), or performing reviews of contractor work using techniques such as earned valued management or other variance analysis methods.

The ideal candidate would bring strong leadership and analytical skills, experience managing diverse portfolios, and a proven ability to oversee staff implementing financial modeling.

Applicants should provide evidence of their ability to interpret and report complex financial analyses, as well as demonstrate their ability to conduct complex financial modeling.

This position is eligible for a hybrid telework schedule in accordance with the County's telework policy.

Hiring salary commensurate with experience.


Minimum Qualifications

Bachelors Degree in Accounting, Finance or related area; four (4) years of related professional level financial analysis work experience, including one (1) year in as team lead or supervisory role; or equivalent combination of education and experience.

Prefer professional certification in areas related to: Chartered Financial Analyst (CFA); Certified Public Accountant (CPA); or Financial Modeling & Valuation Analyst (FMVA).
