The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. For over 50 years, the MDTA has provided Maryland's citizens and visitors with safe, secure, and convenient transportation facilities. Nature of Work: The Learning and Development Specialist is located in the in the Office of Human Resources and Workforce Development and is responsible for creating and facilitating training programs which help to achieve organizational goals, enhance workforce effectiveness, and foster employee professional growth. Programs may include, but not be limited to leadership development, new employee orientation, mentoring, and technical/knowledge-based training. Duties of this position include, but are not limited to, the following:
- Develop and design comprehensive workforce development training programs to align with organizational goals and objectives;
- Design, implement, and expand eLearning courses, interactive training materials, facilitator guides, workshops, lunch-and-learn sessions, 'How To' training guides;
- Work with leadership to develop and implement strategies to enhance employee engagement and satisfaction;
- Conduct thorough needs assessments to identify skill gaps and training requirements within the organization;
- Apply instructional design principles to create effective and interactive training materials, including curriculum, facilitator guides, participant handouts, multimedia assets, and assessments; and
- Full cycle project management, including setting timelines and key milestones, coordinating resources and logistics, and ensuring deliverables are completed on schedule and within budget.
This position will report directly to the Workforce and Organizational Development Manager. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position. Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of experience in administrative staff or professional work.
**Two years of this experience must include designing, delivering, and evaluating large-scale training programs and materials. **This statement contains a SELECTIVE QUALIFICATION, which is more focused in scope than the Minimum Qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities). No substitutions are allowed for a Selective Qualification. The ideal candidate may possess the following:
- Exceptional skill and comfort in delivering presentations to a large, diverse audience.
- Proficiency using Articulate 360 or a comparable Instructional System Design (ISD) tool.
- Training certification such as Associate Professional in Talent Development (APTD), Certified Professional in Talent Development (CPTD), Training & Facilitation Certificate, or Instructional Design Certification.
- Experience conducting in-person and virtual presentations.
- Comprehensive knowledge of adult learning methodologies, distance learning, organizational development techniques, and the use of organizational design tools.

Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
