We are seeking a Sr. Engineering Project Manager to support the UCA C4I (Unmanned Carrier Aviation Command, Control, Communications, Computers and Intelligence) networking department of the Naval Information Warfare Center Pacific (NIWC PAC). In this role, you will support the Lead Engineer in developing the wideband tactical data transport solution for the MQ-25A Stingray Drone by developing the Advanced Networking Tactical System (ANTS) and the Ashore Routing Communication System (ARCS). In You will play a crucial role by providing guidance to a team of network and software engineers, ensuring the successful design, integration, and deployment of the ANTS/ARCS systems. You will also work closely with the customer, ensuring that technical objectives and deliverables align with customer requirements and project milestones.

This role is 100% on-site in San Diego, CA at NIWC Pacific and offers a 9/80 work schedule.



Responsibilities

    Customer Support:
    • Represent the engineering team in technical discussions as delegated by the Lead Engineer.
    • Facilitate engineering working groups with Air Vehicle (AV) vendor(s) and raise issues/risks/help needed to the Lead Engineer and Project Manager.
    • Streamline asset management, procurement, and inventory process.
  • Team Leadership:
    • Primary POC for engineering team operations and resources (personnel/equipment/facilities).
    • Assist in fostering a collaborative and high-performance environment.
    • Mentor and guide team members to achieve both technical and professional growth.
    • Streamline onboarding process for new team members (e.g. account creation, laptop, space allocation, in-briefs, etc.).
    • Provide feedback regarding team performance to Lead Engineer to support performance reviews.
  • System Development & Integration:
    • Participate in technical discussion reviews (e.g. Sprint Planning/Reviews, Release Backlog Review, Test Readiness Review, etc.)
    • Review and provide input to engineering documentation (e.g. interface design, software loading, etc.)
    • Contribute to troubleshooting and resolving complex technical issues in networking, software, and systems integration by providing expert guidance and resolution of any obstacles or challenges the team faces.
    • Perform the role of Test Director during ANTS/ARCS Formal Qualification Testing (FQT).
  • Documentation & Reporting:
    • Improve and execute the risk management process for the ANTS/ARCS team, track internal engineering risk, and elevate larger identified risks to the program sponsor.
    • Track engineering schedule progress and report status to the ANTS/ARCS Scheduler, Project Manager, and Lead Engineer.
  • Cross-Disciplinary Coordination:
    • Act as liaison between the engineering team and the Air Vehicle (AV) vendor(s).
    • Work closely with the UCA C4I test team as well as the Networking Integrated Engineering Facility (NIEF) at NIWC responsible for the hardware components of the ANTS/ARCS system.


Education/Qualifications

Required:

  • Must be a U.S. citizen with the ability to obtain and maintain U.S. Dept. of Defense Secret security clearance.
  • Bachelors in Engineering, IT, Computer Science, Software Engineering, or Mathematics.
    • Work equivalent experience may be considered.
  • At least 5 years of experience in network design, engineering, mathematics, or software development.
  • Experience coordinating efforts across multiple stakeholders and balancing competing needs/expectations against project requirements and schedule.
  • In-depth understanding of data transport systems, networking protocols, software development, and/or systems integration.
  • Ability to operate independently and self-motivated to identify steps needed to reach team goals.
  • Excellent oral and written communication skills.
  • Ability to communicate complex technical concepts across a diverse audience.
  • Ability to handle high-pressure, fast-paced environments that continually evolve.

Preferred:

  • U.S. citizen with active U.S. Dept. of Defense Secret security clearance.
  • Certifications in Security+, CISSP, Cisco, CCNA, CCNP, CCIE, or RHEL.
  • Bachelors in Engineering, IT, Computer Science, Software Engineering, or Mathematics.
    • Work equivalent experience may be considered.
  • Systems engineering experience.
  • Project Management experience.
  • Experience leading a SCRUM/Agile team.
