Pay Range

$157,650 - $193,020 Annually

This is the lowest to highest salary in good faith we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We have an opening for an Infrastructure & Operations (I&O) Directorate Administrator to lead and oversee administrative and personnel operations. I&O is a diverse and complex organization consisting of 4 departments, including Emergency Management, Infrastructure Maintenance and Utilities, Infrastructure Engineering Operations, and Environmental Restoration. I&O provides experts services that enable world class science and the national security mission by ensuring that LLNL property, buildings, facilities, and infrastructure are equipped to provide quality support. In this role you will serve as a key member of the I&O senior management team and participate in strategic business, workforce, and operational planning activities. This position is in the Infrastructure and Operations Directorate within the Operations and Business Principal Directorate.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or moredays per week. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the organization.

You will

  • Direct and oversee the Directorate's business operations and personnel management function of over 600 employees including a large population of collective bargaining employees to achieve long-range directorate/programmatic goals through interactions with high-level personnel both internally and externally.
  • Strategically develop administrative, operational, and institutional policies, procedures, methods and practices in support of Laboratory-wide initiatives; assess administrative needs, develop and implement procedures, methods, and practices to support fast-paced Human Resources (HR) activities at the directorate level.
  • Serve as a member of the I&O senior management teams and participate in business and workforce restructuring and planning, operational issues, and strategic planning activities.
  • Direct, assess, and oversee the I&O business operations staff and administrative team, including oversight of recruiting, hiring, training, performance management process, ratings, salary and implementation of office technology systems and procedures.
  • Oversee and manage the administrative staffing levels to ensure adequate support for mission activities and all salary activities for the directorate, including reclassifications, mid-year salary adjustments, monthly budget reporting, and compliance with collective bargaining salary requirements.
  • Analyze and interpret HR requirements and guidelines to determine effective courses of action for optimal outcomes. Investigate and provide recommendations to managers and supervisors regarding administrative and personnel matters.
  • Oversee employee relations, personnel, and collective bargaining employee issues working closely with Supervisors, Senior Management, the Human Resource Business Partner, and Staff Relations.
  • Facilitate various internal committees and meetings to ensure timely communication of personnel-related policies and issues. Serve as a representative of the Principal Directorate on institutional committees and working groups.
  • Perform other duties as assigned.

Qualifications
  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's Degree in a related field or equivalent combination of extensive experience and education in a related business, operational and/or organizational area.
  • Proven supervisory experience with strong leadership and team-building skills, capable of effectively developing and managing a high-performing business and operations support team.
  • Advanced experience overseeing and executing complex comprehensive salary review processes and analytics and balancing monthly budgets to support organizational objectives.
  • Exceptional interpersonal, verbal, and written communication skills to effectively explain, negotiate, and persuade staff and management during conflict resolution, facilitating consensus on complex personnel and business operations matters to achieve favorable outcomes.
  • Experience interpreting and applying a wide variety of personnel policies and procedures with broad knowledge of recruiting, hiring, performance management, and employee relations practices and an understanding of HR compliance requirements for hiring FLSA, ADA, EEO, etc.
  • Strong administrative and organizational skills with attention to detail and flexibility. Ability to independently coordinate and prioritize complex tasks under tight deadlines and a fast-paced environment.
  • Advanced experience leading and supervising business, operational and/or organizational activities,building administrative teams and managing a diverse group of supervisors, exempt and non-exempt staff.
  • Advanced analytical and problem-solving skills with the ability to independently anticipate, identify, and resolve complex issues effectively while fostering a positive work environment.
  • Experience in employee relations personnel issues management with strong conflict resolution skills along with a solid understanding of labor laws, organizational behavior, and HR policies.
  • Experience working effectively on a variety of institutional and/or organizational projects and resolving organizational issues.

Qualifications We Desire

  • Experience or understanding working with Unions, negotiations, and collective bargaining agreements.
  • Experience overseeing internal and external audits, assessments, action items, or high-level inquiries.
  • Experience leading and overseeing a variety of cross-organizational and/or integrated projects.
  • Knowledge of LLNL operations and DOE or similar agency requirements.

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter.
