Introduction

The Loudoun County Department of Transportation and Capital Infrastructure (DTCI) is seeking an experienced, highly motivated, and detail-oriented Program Manager to lead the facility planning and project development process. The role includes supervision of program staff and activities associated with the initial planning and development of facility projects for the Capital Improvement Program (CIP), Board of Supervisor or County Administration directed facility related studies, process and procedural improvements, and master planning. The position will support the public input process associated with CIP project development, provide land acquisition support analyzing suitability for the purchase of County land assets, analyze options for meeting County CIP needs, provide information and guidance to the Board of Supervisors, and ensure staff activities follow all policies and regulatory requirements. On occasion, direct reports to this position may manage the full design cycle of a project to include both the planning and design phases.


Job Summary

The Program Manager - Facility Project Development is part of the Capital Facilities team and reports to the Assistant Director - Facilities and Capital Infrastructure.

Duties include, but are not limited to:
* Manages the Facilities Planning Team dedicated to facility planning and project development.
* Oversees the initial planning and development phase of future CIP projects and assists leadership with improving the development of departmental policies and procedures related to facility planning and project development.
* Works with internal project stakeholders to develop the needs assessment for projects and reports data to department leadership, County Administration, and the Board of Supervisors, as required.
* Performs research and analysis of topics and data related to facility and land development and proposes effective strategies, policies, solutions, and interpretations to address identified issues.
* Oversees the preparation of Board or County Administration directed studies related to future facility development or County land asset acquisition.
* Coordinates closely with County Administration on the County's long-range facility planning strategy.
* Prepares and presents information or action items at Board Committee, Board Business Meetings, and Public Hearings.
* Develops contracts and scopes of work for, negotiates contracts, and approves financial transactions related to architectural and engineering services.
* Sets and monitors program goals, performance, and ensures program tasks are performed in compliance with local, state, and federal regulations.
* Monitors the performance of the Facility Project Development Design Manager staff to ensure staff's performance follows all County policies and procedures, provides feedback to staff on performance, and conducts employee appraisals.
* Administers and maintains documents, files, and records associated with facility project planning and ensures record compliance with the Virginia Public Records Act.
* Prepare detailed reports on project progress and performance, while keeping Leadership informed of key updates and challenges.
* Employ exceptional interpersonal and communication skills to engage with stakeholders and decision-makers. Facilitate collaborative discussions, address concerns, and foster consensus among diverse groups.

* A proven track record of success leading and managing a team of professionals.
* Expertise in project management tools and methodologies, such as scheduling, budgeting, and risk management.
* Knowledge of applicable building codes, engineering design standards, land development regulations, and ordinances.
* The ability to read and interpret complex construction plans and specifications.
* Skills in problem solving and the ability to resolve conflict.
* Strong written and verbal communication skills to effectively communicate ideas clearly and concisely.
* The ability to develop strong working relationships with other County staff, state and federal agencies, regional partners, design professionals, and the public.

This position is eligible for partial telework in accordance with County and Department policies.

Hiring salary is commensurate with experience.


Minimum Qualifications

Master's degree in field related to assigned area; four (4) years of related, progressively responsible work experience; or equivalent combination of education and experience.


Job Contingencies and Special Requirements

Employment is contingent upon successful background check completion, to include criminal, credit, and driving record checks.
Candidate must possess a valid driver's license. Position may require attendance at meetings outside normal business hours.
