RK&K is seeking a Construction Project Manager to oversee rail and transit construction projects and provide program management services to the clients throughout the Mid-Atlantic. In this leadership role, you will be responsible for managing construction projects, coordinating with contractors and owners, overseeing field inspection teams, and ensuring quality assurance and compliance with contract requirements. Typical projects include rail alignments, train stations, bus lanes and Bus Rapid Transit (BRT), and operations and maintenance facilities.

Essential Functions



  • Oversee and manage rail and transit construction projects, ensuring work is completed on schedule, within budget, and in compliance with project specifications and safety regulations.
  • Lead multidisciplinary teams including construction managers, inspectors, engineers, and subcontractors to deliver successful project outcomes.
  • Coordinate and manage contractor activities to ensure adherence to contract documents, project milestones, and safety protocols.
  • Conduct field oversight and inspections to ensure construction quality, identify issues, and work with contractors to resolve conflicts.
  • Manage project schedules, budgets, and risk assessments, ensuring accurate reporting and forecasting throughout the project lifecycle.
  • Liaise with key stakeholders such as transit agencies, railroads, public agencies, and utility companies to facilitate project coordination and approvals.
  • Ensure compliance with FTA, FRA, and DOT regulations and agency-specific requirements for federally funded transit projects.
  • Support claims analysis and resolution, working with legal and contractual teams to manage change orders and contractor negotiations.
  • Prepare technical reports, progress reports, and presentations for clients, agency partners, and internal leadership.
  • Develop and mentor staff, providing guidance to junior team members and fostering a culture of collaboration and professional growth.



Required Skills and Experience



  • Bachelor's degree in Civil Engineering, Construction Management, or a related field.
  • 10+ years of progressive experience in construction management and inspection (CM/CI) for rail or transit projects.
  • 5+ years of experience managing projects for public sector or rail clients, such as WMATA, MTA Maryland, VRE, DRPT, Amtrak, CSX, or freight railroads.
  • Strong understanding of construction contracts (such as FIDIC, AIA, and DBE requirements) and experience managing contractor relationships.
  • Proficiency in construction management software (such as Primavera P6, Procore, e-Builder, or similar).
  • Expertise in Microsoft Office Suite, SharePoint, ProjectWise, and AutoCAD/MicroStation.
  • Strong verbal and written communication skills, with experience in technical writing and stakeholder coordination.



Preferred Skills and Experience



  • Master's degree in Construction Management, Civil Engineering, or related field.
  • Professional Engineer (P.E.) License is strongly preferred.
  • Professional certifications such as PMP (Project Management Professional), CCM (Certified Construction Manager), or DBIA (Design-Build Institute of America).
  • Experience with FTA and FRA-funded transit projects, including grant compliance and reporting.
  • Prior involvement in mentoring programs, professional societies (e.g., WTS, ASCE, CMAA), or community outreach initiatives.
  • Passion for delivering high-quality, sustainable, and resilient transportation infrastructure.
