The Broward County Board of County Commissioners is seeking qualified candidates for Licensed Engineer to support the Environmental Permitting Division .

General Description
Advanced professional and supervisory engineering work in the design and review of a wide variety of engineering and environmental projects.
Works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in civil engineering or closely related field.

Requires four (4) years progressively responsible experience in professional engineering work appropriate to the area of assignment including six (6) months of lead work/supervisory experience.

Special Certifications and Licenses
Possess and maintain Professional Engineer License in State of Florida for duration of assignment.
Possess and maintain a valid Florida Driver's License for duration of assignment.

Preferences
Master's Degree in civil engineering or related field.
2nd Master's or PHD degree in separate but relevant discipline.
Certified Floodplain Manager (CFM).
PMP (Project Management Professional).
Erosion and Sediment Control Certificate.
OSHA Hazwoper Certification.
1 year experience in review, design or construction or operation of surface water management facilities.
1 year experience in ICPR, Cascade, SWMM, or similar software.
1 year experience in POSSE.
1 year experience in State or Federal databases (OCULUS, PA, or RegDB).
1 year experience in GIS.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

This class works independently, under limited supervision, reporting major activities through periodic meetings.

Assists Surface Water Management (SWM) Program Manager with implementation of the Surface Water Management Licensing Program and the State-delegated Environmental Resource Permitting (ERP) Program to ensure projects are reviewed and processed in accordance with regulatory and policy time frames.

Processes completeness reviews and QA/QC's issuance of SWM licenses and ERPs, renewals, certifications, request for additional information, and inspection reports to ensure the projects meet the technical standards for issuance and comply with the rules and regulations of Broward County's Pollution Control Code, state rules and regulations.

Applies scientific principles and method in the development of manuals, guidelines, permit applications, and procedures for implementing SWM Program and ERP Program. Evaluates and interprets hydrological, terrestrial, and geotechnical, data related to applications, licenses, compliance inspections, and enforcement actions. Coordinates and assists in writing, amending, and updating County environmental rules and regulations. Prepare written technical reports and agency correspondence.

Coordinates and manages issuance of appropriate warnings, notices of violation, and/or other enforcement actions, as warranted, against respondents with non-compliance issues and/or violations cited. Participates in hearings concerning violations of federal, state and local laws. Maintains enforcement case files.

Meets as necessary with engineering consultant, attorneys, and the general public for the purpose to provide general guidance and resolve issues associated with SWM licenses. Meets and coordinates with other County Department as necessary (processing of ROW vacations, development review, etc.).

Assists SWM Program Manager with coordinating and facilitating training of Surface Water Management Programs staff. Assists County Floodplain Administrator and CRS Coordinator as necessary.

Keeps abreast of new rules, regulations, and policies.

Completes additional projects and/or respond to other Divisional needs as requested.

Performs related work as assigned.
