Scientific Program Manager

Position Description
ERT is seeking an experienced science and technology Program Manager to lead projects at NOAA's Climate Prediction Center (CPC), National Centers for Environmental Prediction (NCEP), and the National Weather Service (NWS) in College Park, MD.

The Program Manager will serve as the primary interface between government customers and contracted personnel. Other duties include:

  • Administrative, financial, and managerial responsibility to oversee all CPC contracted staff to ensure support is provided for the CPC's operational and developmental Missions
  • Manage status, reporting and deliverables to ensure that all are submitted complete, on time, and within budget
  • Support all required deliverables and provide reports and presentations for contract status meetings
  • Oversees approximately 25 contractors working at multiple sites and on multiple projects

Requirements
10+ years of related experience:

  • Experience in managing approximately 25 full time staff, to include recruiting and retention, performance management, technical oversight, and mentoring
  • Experience working in federal contracting environment supporting scientific/Research and Development projects with progressively increasing responsibility
  • Familiarity with federal acquisition processes and security clearance requirements
  • At least 5 years' experience at the program management level with responsibility for budgeting, expense approval and tracking, reports and forecast, subcontracting, preferably in a scientific and R&D environment
  • Experience in a R &D operational environment with progressively increasing responsibility, to include scientific research, algorithm development, mathematical/statistical analysis and modeling, and scientific programming
  • Good communicator, motivator and problem solver, who works well with their team to achieve a high level of performance
  • Demonstrated history of understanding customer needs and generating solutions
  • Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.

Desired

  • Project Management Profession (PMP) certification
  • Thorough understanding of the mission of CPC, familiarity with its role in NOAA and a demonstrated track record of management within NCEP, NWS, NOAA, NASA, or a similar federal agency
  • Proven record of improving operational efficiencies through innovation for an organization similar to CPC
  • Proposal development experience

Education
MS or PhD in atmospheric science, oceanography, other geophysical or related sciences or equivalent.

Location
The position is located on-site at the National Center for Weather and Climate Prediction (NCWCP) in College Park, MD with the option for occasional telework.

Salary
The salary range for this role is $122,000 - $276,000/year. This range is a good faith estimate based on similar roles across the organization. ERT considers several factors when extending an offer of employment, including the location, scope, and associated responsibilities of the specific position, as well as a candidate's work experience, education/training, and key skills.
