General Purpose:

Under general supervision of the Assistant Director, Community and Environmental Services, this role manages a portfolio of grants and contracts to ensure all deliverables are met on time and within budget. In partnership with the grants and contracts unit and other regional managers, determines appropriate allocation of resources and level of effort required to successfully implement programs within the portfolio.

Specific job goals, objectives and tasks are established for each employee as part of the annual evaluation and work plan process. Job Duties and Responsibilities:

  • Manage grants and contracts totaling approximately $5 million annually.
  • Plan, develop, and implement budgets for grants and contracts within portfolio.
  • Ensure that all contract deliverables are met on time and on budget.
  • Coordinate submission of and provides quality control for required programmatic reports.
  • Coordinate with field managers to maintain relationships with philanthropic partners and state and federal agencies serving the region.
  • Coordinate with the grants and contracts unit, staff, and managers on hours and expense requests; reviews to ensure successful completion of contract deliverables and spend-down.
  • Coordinate with field managers, staff, and partners to ensure successful completion of deliverables under multiple contracts.
  • Review and approve staff expense and hour allocations, timesheets, and expense requests.
  • Collaborate with management team to set annual goals and priorities for the department.
  • Collaborate with field managers to develop action plans to ensure deliverables are met.
  • Analyze budgets and deliverables for all contracts in portfolio.
  • Prepare other activity and outcome reports.
  • Assist assistant directors and regional field managers with program strategic planning, internal procedures, policies, and program development issues.
  • Establish, maintain, and update files, databases, records, and other documents; develop and maintain data, and perform routine analyses and calculations in the processing of data for recurring internal reports.
  • Assist field staff with submission of progress reports and required documentation.
  • Perform other related duties as assigned.

Supervision Exercised:

  • May supervise up to one direct report.
  • Improve staff effectiveness by motivating, coaching, counseling, training, and recommending disciplinary action for employees; plan, delegate, monitor, and appraise job tasks and results in a timely manner; approve time sheets.
  • Oversee the supervision of personnel to include work allocation, schedules, time approval, hiring, training, orientation, and problem resolution; evaluate performance and make recommendations for personnel actions; motivate employees to achieve peak productivity and performance.
  • Develop measurable performance expectations for assigned staff according to department goals and objectives.

Minimum Qualifications and Necessary Requirements:

  • EQUIVALENT combination of education and experience can meet minimum qualifications.
  • EDUCATION: High school diploma or equivalent with qualifying experience. Bachelor's degree in a related field preferred.
  • LICENSE/CERTIFICATION: Valid driver's license and proof of insurance that meets the minimum requirements ($100,000/$300,000) of RCAC corporate liability policy.
  • EXPERIENCE: Seven years of applicable experience in project and contract management. Significant experience developing and implementing program budgets.
  • Must pass a criminal background investigation prior to employment.

Preferred Requirements:

  • Budget development and management experience
  • Tribal, state, and federal regulation and compliance experience
  • Project management certification
  • Experience working with rural and tribal communities.

Physical Demands:

While performing the duties of this job, the employee is regularly required to sit and stand; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk. The employee occasionally is required to stand; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision requirements include close vision, distance vision, color vision, and depth perception.

Working Conditions:

Work is typically performed in an office with a moderate noise level. Evening and/or weekend work may be required. Extended hours and irregular shifts may be required. Travel will occasionally be required.
