The Regional Community Outreach Officer is a regional, leadership role, driving Valley's Corporate Social Responsibly (CSR) and Community Reinvestment Act (CRA) program as well as advancing key initiatives. This associate will lead engagement and collaboration and serve as a key contact with internal and external key stakeholders, including business line partners, community partners, and industry trade groups, in developing, implementing, and managing community reinvestment initiatives that align with Valley's CSR goals and objectives, and ensuring the Bank meets its CRA obligations and community development goals.
Monday - Friday 8:00 am - 5:00 pm
Responsibilities include but are not limited to:


  • Assist in the oversight, management, and compliance of the Bank's CRA and CSR Program.
  • Act as a subject matter expert in CRA matters through understanding of the current CRA Rule, CRA Q&A's, and proposed CRA Final Rule.
  • Work closely with internal departments, including Retail, Residential Mortgage, Business Banking, and Commercial Lending to align community reinvestment efforts with overall business objectives.
  • Act as a liaison with internal and external stakeholders to create engagement opportunities, including volunteer activities and identifying nonprofit board and committee opportunities for Valley associates.
  • Foster and maintain relationships with local community organizations, nonprofits, CDC's, CDFI's, and other relevant stakeholders to identify community needs and opportunities for engagement for investment.
  • Assist in the preparation and presentation of key data and reporting related to the effectiveness and impact of Valley's CRA and CSR programs.
  • Review Community Development loans, investments, and services for CRA qualification.
  • Assist with the allocation of grants and donations to nonprofits and community organizations to ensure the effective use of funds; perform due diligence on grant applications and recipients.
  • Coordinate and maintain Federal Home Loan Bank Affordable Housing Program (AHP) application processing and project fulfillment, and New Jersey Neighborhood Revitalization Tax Credit (NRTC) program.
  • Develop and maintain our library of financial education (and similar) presentations.
  • Train internal stakeholders to ensure understanding of CRA and how it applies to their businesses and departments.
  • Parter with business lines to support and/or lead business development opportunities. Develop and maintain relationships with partner organizations to support joint initiatives and resource sharing.
  • Maintain a strong industry network and participate in industry organizations. Collaborate with program staff to support the development and implementation of community-based programs and services.
  • Assist in the review and update of existing Policies and Procedures, Public File, and CSR Report.
  • Develop and implement comprehensive community outreach plans to raise awareness of the organization's mission and programs.
  • Organize and participate in community events, workshops, and meetings to engage with community members and promote the organization's initiatives.

Required Skills:


  • Subject matter expertise in CRA.
  • Strong problem solving and analytical skills; the ability to multi-task and work effectively under pressure.
  • Excellent organizational, time management, and written and verbal communication skills.
  • Proficiency in Microsoft Office suite of products (Excel, Word, PowerPoint).
  • Knowledge of Kadince, Policy Map, and CRA Wiz a plus.
  • Ability to take initiative and ownership of assignments and produce results under time constraints and changing priorities; flexible and agile.
  • Ability to work independently and as a team player.
  • Good judgment with the ability to make timely and sound decisions.
  • Strong interpersonal skills.


Required Experience:


  • High School Diploma or GED and a minimum of 5 years of experience in a CRA or Community Development Role.


Preferred Experience:


  • Bachelor's degree in a related field.
