Navarro Research and Engineering is recruiting for an Other Manager III - Technical Advisor in Las Vegas, NV.

The Manager III - Technical Advisor reports to the Deputy Program Manager/ Operations & Integration Manager and is responsible for providing multifaceted support for all functional areas of the organization by evaluating applicable requirements, developing and tracking training, completing data calls, problem solving, and leading tasks or projects, as needed to support the functional areas.

General Responsibilities and Knowledge Skills:

  • Provides vision required for support of projects and tasks for functional areas within Navarro.
  • Follow or set a strategy and goals for any working group and review results.
  • Provides historical knowledge base of past program activities to support future tasks or projects.
  • Problem solves to find solutions to new or ongoing issues and works those issues to completion
  • Under limited to no supervision, has the expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques in training, instructional methods, and career development.
  • Under limited to no supervision, has the expert knowledge to review and apply requirements to the tasks and work scope performed by Navarro.
  • Level of language skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.
  • Ability to rely on experience and judgment to plan and accomplish goals.
  • Ability to recommend approaches for new or improved processes.
  • Ability to lead, in entirety, a task or project.
  • Ability to perform duties and tasks that reflect substantial variety and complexity.
  • An ability to serve as a resource to others in the resolution of problems and issues.
  • Ability to orient, train, assign and check the work of other employees.

Specific Responsibilities and Skills:

  • Reporting to the Navarro Deputy PM/Operations & Integration Manager, the position will provide support in the planning for future task orders on the NEPS Program. Support may include developing detailed SOW's, contract documents and consent packages.
  • Serve as a primary interface point with EMNV on the planning and authorization of future task orders.
  • Take a lead role in the development of white papers and position papers supporting the planning and execution of D&D work.
  • Provides support to the Surveillance and Maintenance/Operations Support Department in developing FFACO closure documentation and interface with NDEP.
  • Under limited to no supervision, has the ability to provide support and assistance to all members of Navarro and the federal staff through a multitude of mechanisms.
  • Maintaining and further developing relationships within the EM Nevada Program, as well as any customers or stakeholders.
  • Act with fiduciary responsibility towards contractual deliverables, cost consciousness, and corporate goals.
  • Act as a content expert and/or internal consultant by applying leadership and functional expertise for the areas that need support.
  • Develops and leads projects, including defining scope, objectives and methods.
  • Reviews requirements for applicability to projects, tasks, or work scope and interacts with managers and leads to incorporate requirement implementation into procedures and plans.
  • Works with the EM Nevada Program on new, revised, or updated requirements to determine applicability as well as the impact to cost and schedule if implementation is required.
  • Trains and mentor's more junior staff.
Requirements

Preferred Qualifications:

  • Bachelor's degree or equivalent in science, engineering, or appropriate related field and a minimum of 10 years of experience in the field or related area.
  • Requires a minimum of 3 years managerial experience.
  • Strong communication, interpersonal, objectivity, organizational, and writing skills.
  • Experience in training, organizational development, or related field.
  • Must be able to work well with all organizational levels of staff (including clients and stakeholders).
  • Must have the ability to obtain and maintain a "Q" Clearance

Working Conditions:

  • When working at the DOE Facility, Molasky Building the work is primarily office and office support.
  • The ability to lift approximately 25lb. boxes is required for the position.
  • Some lifting, bending, stooping may be required.
  • Overtime may be required to complete assigned tasks.

Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
