The VBA is seeking a Government & Member Relations Manager to work closely with the EVP, Government & Member Relations in the administration of the VBA's government and political relations programs including legislative lobbying at the state level, grassroots advocacy communications and events, and PAC fundraising and contribution strategy development. The position also coordinates with the EVP on implementation of the VBA's member relations strategies for maintaining and expanding engagement and awareness of VBA offerings.

Duties and Responsibilities

Government Relations

VBA Legislative Advocacy Efforts



  • Advocate directly to state legislators, staff and other public officials during and outside of the Virginia General Assembly session
  • Develop working relationships with key state legislative policymakers, staff and other stakeholders to represent VBA at legislative meetings and events
  • Track and analyze legislation relevant to the banking industry
  • Participate in legislative and regulatory policy development
  • Prepare materials for recurring legislative updates to various VBA members
  • Complete and file Virginia lobbyist registration and disclosure reports


VBA Grassroots Advocacy Engagement



  • Develop, maintain and grow grassroots advocacy management and educational strategies
  • Create advocacy communications content for policy materials, event promotion, and general advocacy outreach purposes
  • Manage engagement with bank contacts on grassroots and PAC advocacy opportunities
  • Participate in the planning and execution of various banker-policy maker events
  • Work with Communications Department to maintain Government Relations section of VBA website


VBA BankPAC



  • Partner with the EVP and VBA Communications Department to develop and execute an outreach plan to run a successful annual BankPAC campaign
  • Manage outside vendor relationships to ensure accurate contribution data, compliance, and reporting in partnership with EVP and Accounting Department
  • Create and distribute reports on fundraising progress and candidate contributions
  • Track candidate fundraiser events and coordinate contribution disbursements and attendance at such events
  • Represent VBA at various political fundraiser events


Member Relations



  • Develop and maintain strong relationships with key member bank contacts
  • Implement member bank relationship strategies through in-person bank visits, supplemented through other outreach means to ensure awareness of VBA offerings
  • Identify opportunities to grow member bank engagement and provide timely follow up on targeted opportunities
  • Participate in team meetings to coordinate member outreach, opportunities to promote, and provide feedback from outreach
  • Convey cross-departmental priorities, communications and opportunities through active awareness of overall VBA functions


VBA Committees

Assist in staffing and coordinating the activities for:



  • VBA Government Relations Committee and serve as liaison to Emerging Bank Leaders (EBL)
  • Legislative Executives Committee
  • Any other relevant VBA committee as needed


Perform other special projects as needed.

  • Use and troubleshoot technology with proven experience of Windows based software including Microsoft Office.


Education and Experience



  • Bachelor's degree preferred and 2 years of relevant experience with the Commonwealth of Virginia's legislative and political systems or with the banking industry.


Schedule and Availability Requirements



  • Must have a flexible schedule and desire and availability to regularly attend early-morning and after-hours functions.


Travel Requirement



  • Travel is required 30% of the time.


Physical Requirements



  • Prolonged periods siting at a desk and working on a computer
  • Prolonged periods standing at events.
  • Must be able to lift up to 15 pounds at a time.


In-office requirement



  • Five days per week in the office. A hybrid schedule is available at the discretion of the manager.


Licenses



  • Virginia Driver's license
