JOB SUMMARY The Vice President, Finance and Treasurer will have primary responsibility for all of Louisville Water's financial functions including investment and debt management, budgeting, forecasting and long-range financial planning, ratemaking, ownership of the financial component of the Company's 5-year strategic business plan and procurement activities. Assumes a key role in the overall strategic direction of Louisville Water, is a member of the Executive Leadership Team (ELT), and manages the finance and procurement functions of the Company. Ensures that timely and relevant financial information is provided to managers, ELT, and the Board of Water Works. Assist management and others in making educated business decisions. Establishes and maintains effective internal controls, secures, and invests all company funds, and develops financial strategies to ensure the long-term viability of Louisville Water's financial structure. Directs the review and reporting for all utility assets and liabilities. Responsible for the annual external audit and the timely preparation and issuance of the annual audited financial statements, presented in accordance with Generally Accepted Accounting Principles (GAAP). Ensures all finance-related compliance requirements are followed and maintained by local, state, and federal regulations and the Company's Master Bond Resolution. ESSENTIAL JOB FUNCTIONS As described in the By-laws of the Board of Water Works this position is: a) Responsible for all receipts and disbursements of the Company. Supervise and keep full and complete records of these transactions. b) Responsible for the Company funds and for their management and investment subject to the approval of the Board. Maintain such funds, or securities representing them, only in investment vehicles and depositories approved by the Board. c) Prepare and file with the proper authorities all financial statements that may be required by statute or by covenant. d) Prepare and present to the Board monthly statements of the Company's operations and fiscal position; provide the President/CEO and the Board with such other information within the scope of these responsibilities as may be requested. e) Maintain access at all times to all the books, papers, and records of the Company that may be necessary for the proper performance of these duties. Audit and certify the propriety of all claims against the Company. Keep the general and detailed books of the Company. f) Attend all regular meetings of the Board of Water Works and executive meetings as required. Provide leadership and direction for all accounting and finance functions including reporting, analysis, planning, budgeting, and ratemaking. Ensure that all transactions are recorded accurately and timely in accordance with accepted accounting principles. Ensure compliance with all applicable accounting standards, bond covenants, IRS regulations, and financial reporting and disclosure requirements. Direct the development of all documents and financial instruments related to company indebtedness, bond issues, and investments. Provide timely and reliable information and communications to the Board of Water Works and management on financial results, budgets and all other relevant matters that fall within the Vice-President, Finance and Treasurer's areas of responsibilities. Ensure the Company's operating and capital budgets are executed annually. Participate in the development, monitoring and reporting of the Company's strategic plan and results. Provide leadership and guidance in the evaluation and analysis of initiatives to grow top-line revenue. Provide leadership and direction for procurement of materials, services, and construction contracts. Provide leadership and support for the administration of the supplier diversity programs including the Small Business Equity Program. Provide direction and support to staff to ensure the accurate and timely completion of payroll processing including adherence to all federal, state, and local regulations. Provide directions and support to staff to ensure accurate and timely processing of Accounts Payable. Oversee and provide leadership to ensure continuous improvements are made in the Finance and Procurement processes. Responsible for ensuring the Department's operating budgets are executed and managed in accordance with Company standards. Provide guidance to the ELT members in finance and related matters. Serve as liaison between the Louisville Water Company and Bond Counsel, Underwriter's Counsel, Bond Trustee, Bond Rating Agencies, the Louisville-Jefferson County Revenue Commission, Louisville Metro Office of Management and Budget, and others as required. Perform other related duties as assigned. SUPERVISORY RESPONSIBILITIES Supervises and directs the activities of the Finance and Procurement processes of the Company. WORKING CONDITIONS Generally, works a 40-hour week in an office environment; occasionally travel between various company locations. Work is primarily sedentary using a computer for the majority of hours worked. Occasional out-of-town travel may be required. MINIMUM QUALIFICATIONS Bachelor's degree in Finance or Accounting; and Ten (10) years of progressive management level experience in finance and accounting, budgetingm, and business operations; and Seven (7) years of Executive level experience; and Valid driver's license.
