Job Overview
The Operations Manager manages, directs, administers, and oversees the operation of a broad range of government contracts and subcontracts to prime contractors, to achieve the goals and objectives set forth by Chugach Government Solutions, LLC (CGS) executive management. The Operations Manager assists with the execution of contract/project/subcontract operations including compliance with all contractual requirements; maintaining high levels of performance and customer service through close interaction with project locations; ensuring safe work operations; consistently applying corporate policies and procedures relating to acquisition, risk management, human resources, property management, and construction standards and specifications. The Operations Manager is responsible for effective marketing and proposal development for new business opportunities. The Operations Manager is also responsible for ensuring contracts perform to projected budget requirements. Work Model: Remote
Responsibilities
Essential Duties & Job Functions:
- Manage and ensure contracts/projects/subcontracts operate within and comply with Government policies, contractual requirements, performance specifications, company goals, and all other applicable regulatory requirements.
- Assist in managing and directing contract/project/subcontract operations through close interactions with the Project/Site Managers to ensure contractual obligations are met and projects are effectively and efficiently administered within approved budgets.
- Ensure all staff members are customer and service focused and strive for quality performance and continual improvement.
- Develop and maintain good working relationships with contract/project/subcontract customers, suppliers, and potential new clients in conjunction with the CGS management.
- Take corrective action with Project Managers to ensure financial, quality, safety, and performance targets are achieved.
- Within delegated authorities review and approve proposals, projects/subcontracts, modifications to current contract scope or cost, budget revisions, large site expenditures, and/or staff expense reports.
- Make recommendations to CGS management by drafting and submitting new business plans, marketing opportunities, performance briefings, and policy updates.
- Assist in developing and implementing long-range plans for current contracts/subcontracts including financial management (budget development, execution, and reporting), scope shaping, contract retention and future bidding strategies.
- Ensure all business activities are in compliance with applicable laws and regulations and are carried out in a legal and ethical manner.
- Oversee, support, and coordinate environmental, safety, and health (ESH) requirements/issues with various corporate offices and Project/Site Managers to ensure compliance with regulatory requirements and site-specific contract/subcontract requirements.
- Maintain an employee-oriented attitude to attract, retain, and develop competent and productive employees by giving proper direction, guidance, training, and counseling.
- Review significant employee disciplinary actions and coordinate with management and/or legal department as necessary. Ensure corrective actions are implemented in accordance with company policies and appropriate regulatory requirements.
- Assist with the resolution of union grievances, collective bargaining negotiations, and labor issues.
- Assist in targeting, coordinating, and developing proposal activities to include the identification of potential new opportunities.
- Participate in cost estimating for contract changes, wage determinations or collective bargaining adjustments, and new proposals.
- Perform contract startups or closeouts as necessary.
- Assist in establishing new client bases through marketing efforts.
- Conduct training on various topics to site staff as necessary to improve site performance.
- Promote shareholder hire and development throughout the organization.
- Perform other related work as assigned or needed.
Job Requirements
Mandatory:
- Bachelor's degree in management, project/business administration, or science/technical field. Five (5) additional years of experience may be substituted in lieu of a Bachelors' degree.
- Twelve (12) years of professional-level management experience, with a minimum of at least Five (5) years of direct experience working on a DoD, DOE and/or other federal government contract/operations in the areas of commercial government facilities maintenance/repair, engineering/construction services, logistics project/program management, or other operations support services areas. Minimum of Five (5) years of this experience must have been in a progressive managerial/supervisory role with increased responsibility.
- Can substitute professional-level management experience with a combination of degree, experience and PMP certification or other specific examples of government contract experience.
- Five (5) years of direct experience managing contract scope, supervisory personnel, customer relations, applicable regulations, and business processes to meet job performance requirements.
- Verifiable experience in proposal development for federal service contracts.
- Skill in the use of MS Office Word, Excel, Outlook, and PowerPoint at an intermediate level.
- Ability to obtain and maintain a security clearance at the level needed for business requirements.
- Current U.S. issued passport or the ability to obtain one.
- Valid state drivers' license with an acceptable driving record.
