The Manager - secondary Success and Innovation manages the day-to-day operations (i.e., budgets, payroll, staffing) and implementation of initiatives for the office of Secondary Success and Innovation. The Manager represents the Executive Director in various settings and provides leadership and direction for special projects that have programmatic, operational, and organizational impact. The Manager provides direction and leadership within the district office, providing support to staff within the office of Secondary Success & Innovation and serving as a liaison with other district departments to ensure a focus improving the post-secondary outcomes of all students in City Schools. The Manager leads coordination between the four divisions in Secondary Success & Innovation (Career Technology Education, Post-Secondary Success, Secondary Support & Innovation, Mentoring & Adult Relationships, and School Counseling and Guidance) to articulate, design, and execute activities and support for schools, other offices within district office, and to key external partners.


Essential Functions



  • Assists and provides consultation to the Executive Director with the development, dissemination, implementation and evaluation of special projects and college and career readiness initiatives.
  • Uses current research to support successful development and planning of programs and strategies to improve student outcomes associated with current state and national standards, including the Maryland College and Career-Ready Standards.
  • Provides district level leadership in the area of strategic budgeting to support college and career readiness throughout the district.
  • Works collaboratively with a highly motivated team from multiple offices to support effective project management of district programs and initiatives related to post-secondary success.
  • Develops and/or reviews, and finalizes all presentations, memorandums, and other requests of the Board of School Commissioners.
  • Coordinates procurement for the Office of Secondary Success & Innovation, including supplemental materials strategy and review, contract recommendations, and written requests of the Board.
  • Serves as the liaison and representative between the office of Secondary Success & Innovation and relevant district partners, including but not limited to local philanthropic and non-profit organizations, City agencies, and community organizations.
  • Manages strategic hiring process for the Office of Secondary Success & Innovation; supports the school- based hiring of key district managed positions.
  • Coordinates special programs and initiatives related to the district's strategic priorities.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional

Desired Qualifications



  • Bachelor's Degree in education, public policy, or related field from an accredited college or Master's degree or higher preferred.
  • Three years' administrative experience in public education or related field.
  • Knowledge of current research and best practices in K-12 education.
  • Ability to work effectively in a high pressure, deadline regulated atmosphere.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal and organizational skills.
  • Strong interpersonal skills that ensure effective teambuilding.
  • Proficient in the use of technical computer applications including Microsoft Office, particularly PowerPoint and excel.
  • Ability to analyze and interpret data and make programmatic recommendations and/or decisions aligned to best practices and district priorities.
  • Ability to prepare and deliver effective presentations and written work products.
  • Ability to provide specific feedback on work products of various content and purpose.
  • Ability to think strategically and manage programs and partnerships.
  • Ability to develop and maintain effective relationships with a wide range of stakeholders, including staff and partners, community and business agencies; federal, state and local officials.
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations.

Please be advised that the salary range listed in this job posting represents the total salary range applicable to this position and does not reflect the hiring range for external candidates. The hiring range is defined as follows: $90,850 - $119,435. It is important to note that this hiring range may not be applicable to internal candidates.
