Qualifications

Education and Experience: Education equivalent to graduation from a standard high school and experience equivalent to two years of clerical or customer service experience.

Substitution of Experience for Education: Clerical or customer service experience may be substituted for the required education on a year-for-year basis.

OR

Experience equivalent to one year as a Taxpayer Services Representative 1* or Vehicle Service Representative 1* with the State of Tennessee.

Necessary Special Qualifications: None.

Examination Method: Education and Experience, 100%, for Preferred Service positions.

Overview

Summary: Under general supervision, performs data entry and document control work of routine difficulty, providing quality control for data capture and performing related work as required.

Distinguishing Features: This is the intermediate level class in the Revenue Processing Data Specialist series. An employee in this class complete data entry and document control of documents and payments received daily. This class differs from the Revenue Processing Data Specialist 1* an incumbent in the class performs at the entry-level. This class differs from the Revenue Processing Data Specialist 3* in that an incumbent of the latter performs at the working level making independent determinations regarding the processing of eligibility for customer requests.

*An applicant appointed to this class flexes to a Revenue Processing Data Specialist 3* after successful completion of a one year mandatory probationary period; inadequate or marginal performance during the probationary period will result in automatic demotion or termination.

Responsibilities

Coaching and Developing Others:

  1. May assist in the training and development for new employees.
  2. May review the data entry work for employees with less experience.
  3. Enters sample data on screens typically encountered on the job to instruct staff.
  4. May explain instructions stated in training manuals to employees with less experience.
  5. May demonstrate competent work behaviors for less experienced data specialists during job orientation period.

Processing Information:

  1. Performs data entry for tax and motor vehicle documents.
  2. Consults with experienced staff to determine the eligibility of transactions that require approval.
  3. Enters data from special processing documents through the division's Lockbox operation.
  4. Enters data specifically from top priority tax forms.
  5. Enters correction information for images that was misread by the scanners.
  6. Enters correction information to balance transactions in the departments accounting systems.
  7. Develops working knowledge to scan batches of documents into the processing systems.
  8. Develops working knowledge to access IDM and IBM mainframes to ensure batches were processed correctly.
  9. Develops working knowledge to delete forms with missing or illegible content and route items for corrective action.
  10. Processes incoming mail through each functional area.
  11. Checks received tax forms for completeness, accuracy, and timeliness.
  12. Groups tax forms into batches by tax type for scanning or filming.
  13. Identifies proper data capture procedures for batch types.
  14. Develops working knowledge to locate errors in calculations on forms in batch.
  15. Prepares documents for storage and archiving into the image retrieval system.
  16. Develops working knowledge to batch documents for scanning, keying and deposit preparations.

Identifying Objects, Actions, and Events:

  1. Pulls documents with errors from the daily error report and distributes to staff for corrections.
  2. Maintains an error log for supervisory review.

Updating and Using Relevant Knowledge:

  1. Corrects numerical addition errors when a batch is identified as being out-of-balance.
  2. Compares data screens, changes to tax forms, and batch types against data capture procedures.
  3. Edits tax forms for entry into the tax system.
  4. Compares data on source documents with information on the system to ensure accuracy.
  5. Corrects information on images that were misread by scanners.
  6. Verifies that dollar amount on source documents and data entry fields match.
  7. Indicates where errors exist in documents that will be corrected by others.
  8. Responsible for deleting incorrect information and/or re-keying data in verification mode.
  9. Identifies proper data capture procedures for batch types.
  10. Locates proper data entry procedures in reference manual.
