Primary Purpose Ensures the Trade Surveillance system's coverage and capabilities are robust and aligned with regulatory requirements and internal risk assessments. Strategically manages and maintains a prioritized backlog, ensuring that business stakeholders, compliance, and risk managers are continuously informed and engaged with Trade Surveillance activities.
Duties and Responsibilities
- Oversees and mentors team members, ensuring their professional development and alignment with departmental goals. Fosters a collaborative and supportive work environment, and manages team performance to achieve high standards of productivity and compliance.
- Utilizes various trade surveillance and electronic communication monitoring tools, including listening to voice communications, to detect potential violations of firm policies or applicable regulations. Documents alerts with accurate, complete, and organized notes, and escalates issues to the appropriate department when necessary.
- Implements and manages the daily surveillance program related to commercial trading activity, covering all aspects of the deal life cycle with a focus on commercial operational areas.
- Drives the enhancement and improvement of the surveillance program to increase its effectiveness and efficiency.
- Conducts investigations of potential issues and ensure effective remediation of non-compliant situations within assigned areas. Maintains a data repository and tests the effectiveness of remediation efforts.
- Provides subject matter expertise in surveillance, including the preparation of policies and procedures to ensure appropriate arrangements, systems, and controls are in place.
- Prepares and delivers reports and presentations to company leaders, including Senior Executives. Assists with the preparation of regulatory compliance reports and responses as required.
- Stays up-to-date with regulatory changes, internal policy updates, and disciplinary actions to ensure the monitoring system addresses advanced market abuses. Participates in reviews of new transactions and products to analyze their compliance impact.
- Performs other duties as assigned (no more than 5% of duties).
Required Qualifications
- Bachelor's Degree in Mathematics, Statistics Finance, Economics, IT (Business Applications), or related field.
- 8 years' experience in an Energy Trading Firm, or in a Market Compliance role, or an equivalent position at an exchange, RTO/ISO, or governmental regulatory oversight body.
- 3 years previous management experience. Required
- Proven experience with the CFTC's Division of Enforcement and the FERC's Office of Enforcement, including their perspectives on market manipulation.
- Strong theoretical orientation, ability to apply understanding of abstract theory in a focused, practical manner to develop and implement effective solutions to real world problems. Must also be a team player, comfortable with multitasking and responding rapidly to frequent changes. Advanced
