Radiation Portal Monitor - Test and Inspection Lead

Culmen International is seeking a skilled and proactive Commissioning Test and Inspection Lead to support the Department of Homeland Security (DHS) in overseeing the complete lifecycle of radiation portal monitor (RPM) system commissioning and decommissioning projects in the DHS Radiation Portal Monitor Program (RPMP). This is a remote/hybrid role with 60% travel in the domestic U.S. required. Current states traveling to are SC, FL, TX, CA, WA, VA, MS, NJ, and NY. Additional travel to client sites in Bethesda, MD and Alexandria, VA for meetings and training may be required.

This position is subject to 75% outdoor working conditions in all elements of weather and land.

The ideal candidate will have a strong technical background, excellent project management skills, and the ability to work under pressure during critical project phases. This role involves significant collaboration with cross-functional teams, ensuring seamless integration, validation, and operation of mechanical and control systems. This includes providing support for surveys of prospective sites and sites under reconstruction as well as support training.

Lead on-site commissioning and decommissioning activities, including inspections, validation, functional testing, and troubleshooting of mechanical and control systems.
• Provide technical support, leadership, and project management to plan, schedule, and execute all phases of commissioning and decommissioning.
• Collaborate with design engineers, contractors, vendors, and client teams to ensure newly installed detection and ancillary equipment meet performance and safety standards.
• Ensure adherence to site SOPs, overseeing the installation, removal, and operational integrity of mechanical equipment.
  Conduct risk assessments, develop mitigation strategies, and ensure projects are delivered on time and within budget.
• Review technical contract deliverables and track/report on project milestones and program activities.
• Manage commissioning plans and documentation, including pre-functional checklists, progress reports, and final commissioning reports.
• Decommission existing equipment before replacement or upgrade, to include preparing equipment disposition plan with documented, compliant disposal.
• Provide training to team members and clients on system operation and maintenance.
  Travel (up to 50%) to various locations in the U.S. for site surveys, equipment testing, and vendor visits.
• Other tasks and duties as assigned.

• U.S. Citizenship required.
• Bachelor's degree or equivalent experience (10 Year experience equivalent in lieu of degree).
• Experience in performing technical quality control throughout project development to uphold standards.
• Some experience programming code/settings for industrial instruments or networks.
• Basic familiarity with government property management regulations.
• Fast learner, detail oriented with strong organizational skills.
• Ability to work well in a team, share responsibilities, support colleagues, multiple teams and projects concurrently; and collaborate on complex problem-solving.
• Extensive proficiency in MS Office, particularly Excel, Word, MS Project, and PowerPoint.
• Excellent communication skills for directing vendors, contractors and interfacing with clients.
  
• Must be able to travel to required states where work is conducted, i.e., Current states traveling to are SC, FL, TX, CA, WA, VA, MS, NJ, and NY.
• Must be able to work outdoors in all elements of weather and land.

• Preferred experience working with U.S. federal government clients.
• Preferred familiarity with U.S. Customs and Border Protection operations.
• Preferred experience with screening equipment such as contraband cargo/pedestrian screening or radiation portal monitors.

The determination of compensation at Culmen International, LLC is based on various factors such as location, the individual's unique combination of education, knowledge, skills, competencies, clearance level, experience, internal equity, contract-specific affordability, and organizational requirements. The projected compensation range for this position is $83,200 - $104,000 annually. This estimate represents the typical salary range for this position and is just one component of Culmen's total compensation package for employees.
