Johns Hopkins Public Safety (JHPS) and The Johns Hopkins Police Department (JHPD) is committed to the equitable delivery of police services that prioritizes the well-being of our students, staff, faculty and guests. The JHPD is currently seeking a Director, PAAL for the implementation of a new Police Athletic & Activities League (PAAL). The JHPD PAAL is an independent youth development nonprofit organization that has been a vibrant and vital institution serving as an effective, critical bridge between police and communities in Baltimore. The JHPD PAAL aims to operate many diverse programs for children as young as 5 years old to young adults. Staying true to PAL's roots, a cornerstone of our youth development strategy includes offering competitive and recreational sports for children of all ages. Reporting to the Deputy Chief of Police, the Director is responsible for planning and operating the PAAL in accordance with the Police Athletic & Activities League's (the Agency) mission, goals, and policies. As Director, you will provide leadership, direction, training, and support to on-site staff and volunteers and ensure the safe and structured operation of the center. Responsible for managing volunteer staff; and JHPS staff when at the PAAL. Specific Duties and Responsibilities
- Under the management of the Deputy Chief of Police, establish goals and objectives for the Center and effectively oversee all programs and operations.
- Ensure compliance with JHPD/PS policies. Prepare and organize financial and program reports on a scheduled basis and as requested by the Deputy Chief of Police.
- Work with JHPD/PS personnel to ensure that organizational objectives are accomplished and serve as the senior representative of the center.
- Plan and oversee the effective development and administration of programs and services. With assistance and direction from the JHPS HR, recruit, interview, hire, and train staff and volunteers.
- Oversee and evaluate programs and staff on a scheduled and consistent basis. Counsel, discipline, recommend for promotions or pay increases, and terminate staff as needed and in compliance with Agency policies.
- Develop a positive environment for youth development based on the mission and goals of the JHPD.
- Establish and maintain policies and procedures that ensure the safety and well-being of all members, staff, volunteers, and visitors.
- Establish, implement, and evaluate plans to promote the organization and market programs to the community at large.
- Ensure that program staff understands and effectively communicates the program's standards, that they provide safe, functional, clean, and well-lit program areas, and that program equipment is appropriately used and maintained.
- Ensure that a professional, instructional environment exists in all program areas.
- Ensure that communication and guidance from staff to youth members is carried out professionally, enabling members to make appropriate choices in their educational, personal, physical, social, emotional, and vocational lives.
- Build and maintain relationships with school w participants come from; and work with school staff to ensure programming reflects school goals and needs.
- Create and maintain scheduling of volunteer hours for current JHPD and PS officers to participate in the PAAL.
- Develop collaborative relationships with other community-based organizations to enhance program offerings.
- Complete the minimum training hours as outlined in Maryland Law.
- Performs duties as assigned with professionalism and efficiency.

Working Conditions
- May require occasional evening, nights, and/or weekends.
- Work may occur in-person at the Johns Hopkins Public Safety, or at one of the many individual JHU or JHM campuses.
Minimum Qualifications
- Bachelor's Degree in Sports Administration, Child Development, Elementary/Physical Education or related field.
- Ten (10) years' demonstrated experience in a providing service to youth, including program management, development of services with at least three (3) years in a supervisory role.
- Additional experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

- Master's Degree
- Experience with project management of implementation of a new program.

Not all candidates will be eligible for the upper end of the salary range.
