Benefits Analyst

Milwaukee County Department of Human Resources
$25.93 - $29.90/Per Hour

This position is a hybrid remote opportunity

Job Summary:

The Benefit Analyst provides crucial support in the daily administration of Milwaukee County's health and welfare plans. This role serves as the primary contact for all employee and retiree health and welfare benefit programs, ensuring effective communication, and administration.

Essential Responsibilities:



  • Benefit Program Administration: Administer employee and retiree health and welfare benefit programs in compliance with summary plan descriptions, Milwaukee County ordinances, department policies, and carrier contracts.


  • Data Management: Maintain and update employee and retiree enrollment information across multiple systems.


  • Primary Contact: Serve as the main point of contact for benefits-related questions from employees and retirees, helping resolve issues, conducting benefit orientations for new hires, and ensuring timely enrollment through the benefits portal.


  • COBRA and Billing Management: Oversee COBRA administration, retiree billing, and assist with PTO, FMLA, disability claims, wellness challenges, and gym reimbursement programs as needed.


  • Tuition Reimbursement: Manage the tuition reimbursement program and coordinate with Payroll to ensure timely processing of payments.


  • Enrollment Coordination: Coordinate new enrollments and annual re-enrollments for all benefit programs. Maintain the employee benefits intranet site and enrollment portal as needed.


  • Liaison Role: Act as a benefits liaison with HR/Payroll representatives from other County departments regarding employee benefit issues, deductions, coverage questions, and interpretation of benefit policies.


  • Invoice and Billing Reconciliation: Maintain and reconcile all benefit invoices and billing for the Health and Welfare department, prepare check requests/wire transfers, perform regular audits of bill payments and enrollments, and process all benefit changes in HRIS and with various benefits providers as needed.


  • Event Planning: Assist the Benefits Manager with planning and logistics for benefits activities such as open enrollment, benefit fairs, and employee communication campaigns.



Minimum Qualifications:



  • Must be a current resident of Wisconsin
  • Bachelor's degree in human resources, business administration, or a related field.
  • At least five (5) years of experience in employee benefits, human resources or healthcare insurance.
  • Intermediate to advanced knowledge of all related computer and software applications, such as word processing and Microsoft Excel.
  • The ability to occasionally attend offsite meetings at other county locations required.


Knowledge, Skills & Abilities:



  • Prior experience working with HR Information systems
  • Ability to read, analyze and interpret compensation benefit plans, collective bargaining agreements and governmental regulations.
  • Ability to demonstrate proficiency in computing rates, ratios and percentages.
  • Must possess excellent written, oral and interpersonal communications skills.
  • Ability to apply common sense and understanding to carry out instructions, deal with employees, retirees and the public, and automation problems.
  • Experience working in a union environment preferred.
  • Ability to meet deadlines, multitask, work under stressful conditions and accept constant change and/or interruptions to planned performance of work.
  • Occasionally lifts and/or moves items up to 30 pounds.
  • Ability to spend long periods of time at a computer workstation.
  • Ability to bend and stoop.
