Job Summary

Under the general direction of the Community Education Manager for CalFresh Healthy Living, UC (CFHL, UC), this position provides programmatic leadership and support for statewide community engagement efforts. The role involves guiding community engagement strategies for program planning, implementation and evaluation while ensuring alignment with USDA SNAP-Ed and UC Davis policies and guidelines.

A central responsibility of the position is to build the capacity of CFHL, UCCE staff through training, technical assistance, resource and material development, and program evaluation. In collaboration with national, state, and local partners, the role advances strategies that promote public health practices and foster policy, systems, and environmental changes to support healthy eating and active living.

The position supports community engagement activities across 36 CFHL, UCCE county programs throughout California. It involves providing oversight to subcontractors engaged in community engagement initiatives to ensure they align with program goals and objectives. Additionally, the role serves as a "county lead" for multiple counties, offering programmatic leadership and support tailored to local needs.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree or equivalent education and experience in either Public Health, Community Development, Nutrition, Nutrition Science, Education or other relevant field.
  • A minimum of 3-5 years of experience in developing, implementing, and evaluating public health programs, with a focus on community engagement, Policy, Systems, and Environmental (PSE) change strategies, and fostering partnerships with a variety of stakeholders to advance programmatic goals and priorities.
  • At least 2 years of experience in developing and delivering training programs, utilizing current research and employing diverse strategies and technologies, including web-based platforms such as Zoom.
  • Proven experience in qualitative and/or quantitative data collection, compilation, analysis, and presenting results to various stakeholders.
  • Demonstrated professional and/or lived experience in working across cultures or in multicultural environments.
  • Advanced knowledge of community engagement strategies, particularly with low-income and vulnerable populations.
  • Familiarity with federal nutrition programs, such as the Supplemental Nutrition Assistance Program-Education (SNAP-Ed).

Preferred Qualifications

  • Master's degree in Public Health, Community Development, Nutrition, or a related field, or equivalent professional experience and training.
  • Proven experience in nutrition and physical activity public health programs, with a strong background working with community-based organizations, schools, non-profits, and underserved populations, including low-income families and underrepresented children.
  • Experience conducting needs assessments and literature reviews, and applying the findings to inform program development and implementation.
  • Strong organizational skills to manage multiple deadlines while maintaining the flexibility to adapt to unforeseen requests and priorities.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Access), with the ability to create well-organized reports and clearly present complex information to diverse audiences.
  • Bilingual proficiency in English and Spanish, with the ability to communicate effectively in both languages.
  • Demonstrated ability to work independently, assess organizational needs, and establish effective administrative systems to ensure a high level of productivity and efficiency.

Department Overview

CalFresh Healthy Living, University of California (CFHL, UC) is a federally funded program established through a partnership among the U.S. Department of Agriculture's Food and Nutrition Service (USDA/FNS), the California Department of Social Services (CDSS) CalFresh branch, and the University of California Cooperative Extension (UCCE). CFHL, UC operates within the College of Agricultural and Environmental Sciences and serves California's Supplemental Nutrition Assistance Program (SNAP)/CalFresh-eligible population.

CFHL, UC is based in Sacramento, CA, and oversees program delivery in 36 UCCE counties across the state. The team plays a critical role in providing training, technical assistance, and program support to enhance the capacity of local UCCE teams. These efforts focus on implementing initiatives that improve access to nutritious food and opportunities for physical activity, ultimately supporting the health and well-being of CalFresh-eligible individuals and communities.

The position plays a pivotal role in advancing the programmatic work of CalFresh Healthy Living, UC (CFHL, UC), by collaborating with the State Office program, evaluation, administrative, and training teams, contractors, county-based UCCE Community Nutrition and Health (CNH) Advisors and local staff. Supervised by the Community Education Manager, the scope of leadership and management responsibilities varies by project, reflecting the size, complexity, and focus of each initiative.

Key projects involve identifying and implementing evidence-based strategies that align with USDA SNAP-Ed Guidance, emphasizing multi-level education and Policy, Systems, and Environmental (PSE) change approaches rooted in the Socio-Ecological Model. These efforts focus on improving healthy eating and active living among CalFresh-eligible audiences through innovative community engagement strategies.

The position's impact extends across 36 counties, supporting staff through training, technical assistance, and resource development. It integrates public health principles, utilizes technology to enhance communication and training, and contributes to evaluation efforts, report writing, and resource adaptation to ensure the success and sustainability of the CFHL, UC community engagement project.
