Job Summary
The Director, Liner Operations Maintenance and Repair develops and implements strategies for the planning, execution, and oversight of maritime equipment maintenance and repair activities and vendor relationships.

Primary Objectives
  • Establish, review, and use key performance and productivity metrics to drive continuous improvement, manage budgets, increase efficiency, and control expenses.
  • Manage vendor compliance with applicable agreements, contracts, and regulations.
  • Develop, facilitate, and monitor progress of maritime equipment maintenance and repair initiatives.
  • Manage, lead, and develop geographically dispersed teams.
Duties and Responsibilities
  • Collaborate with executives, management teams, and related business units to develop maintenance and repair goals and priorities.
  • Develop, review, and evaluate metrics and reporting to measure performance, control assets, optimize resources, and improve safety.
  • Oversee the management of employees in compliance with company policy and related Collective Bargaining Agreements (CBA).
  • Develop and implement processes to continuously improve safety, efficiency, service, and profitability.
  • Develop and plan programs for maintenance and repair activities, including the repair and maintenance of containers, chassis, gensets, reefers and other assigned equipment.
  • Develop, monitor, and manage departmental and project budgets.
  • Manage and approve invoicing and financial reporting related to maintenance activity.
  • Work with external port maintenance teams to coordinate availability and compliance of state and federal laws.
  • Provide oversight on federally mandated programs such as Federal Motor Carrier Safety Administration (FMCSA), Department of Transportation (DOT), Uniform Intermodal Interchange and Facilities Access Agreement (UIIA), Compliance, Safety, Accountability (CSA), Container Safety Convention (CSC), Occupational Safety and Health Administration (OSHA) and Federal Motor Carrier Regulations.
  • Develop and evaluate Request for Proposals (RFPs) for service repairs, parts, materials, and assets.
  • Manage and evaluate vendor relationships, insourced and outsourced services, and related SLAs and associated KPIs.
  • Establish, develop, and maintain effective professional relationships with regulatory agencies, industry associations, and related organizations.
  • Evaluate and develop knowledge, skills, and abilities of staff and management teams to ensure alignment with service delivery requirements and effective execution of applicable policies, procedures, and regulations.
  • Other duties as assigned.
QUALIFICATIONS

Education
  • Bachelor's degree in Marine Administration, Transportation, Operations Management or equivalent combination of coursework and experience in directly-related field required
Licenses and Certifications
  • Valid state-issued driver license and acceptable driving record required
  • Transportation Worker Identification Credential (TWIC) preferred
Work Experience
  • 10+ years' related experience in equipment repair and maintenance required
  • 5+ years' management experience including budgetary responsibilities required
  • Experience with International Longshore and Warehouse Union (ILWU) contracts, direct hire management, and sub-contracted union labor required
Required Knowledge, Skills and Abilities
  • Strong mechanical knowledge in the areas of containers, reefers, gensets, chassis, heavy lift machines, and on and off highway tractors.
  • Knowledge of business and management principles involved in container terminal operations, planning and stevedore operations.
  • Knowledge and application of best practices relating to cargo stowage, planning, planning systems (NAVIS software) and restrictions with regard to hazardous cargo/stability considerations of vessels.
  • Strong verbal and written communication skills to convey information effectively to a variety of audiences.
  • Ability to identify complex problems and use logic and reasoning to review related information to develop and evaluate options, conclusions, and implement solutions.
  • Strong leadership skills with the demonstrated ability to motivate others, influence decisions, and lead by example.
  • Ability to organize work, set priorities, determine resource requirements, and establish sequence of activities needed to achieve goals.
  • Effective business communication skills including excellent verbal, written, interpersonal, and group presentation skills.
  • Proficiency in Microsoft Office Suite of tools.

Working Environment
This role requires work that may involve the following environmental conditions:
  • Corporate office environment
  • Vessel and terminal environment - includes moving, shifting surfaces, and active production areas including moving vehicles, equipment, and machinery.
  • Outdoor/open environments which may involve high/low temperatures, humidity and inclement weather conditions.
Travel
10% Must be able to travel independently between local office and port facilities and other U.S. locations including Hawaii.

The salary range listed is based on the geographic zone associated with this role: Seal Beach, CA. Starting pay will be determined by job-related factors including experience, education, and business needs and may be modified at any time.

Zone 2: $160,000 - $180,000

This job is also eligible for participation in an Incentive Plan with a target payout based on eligible compensation and corporate/individual performance goal attainment.
Annual Incentive Opportunity: 20% of eligible compensation
