UCI Human Resources (HR) serves the UCI enterprise in three distinct business units: Health (Academic Hospitals and Community Network), College of Health Sciences, and Main Campus. Your Role on the Team

Under minimal direction, and working directly with the Senior Vice President, UCI Health, and Vice Chancellor, Human Resources, UC Irvine (SVP/VC), the Director of Finance is charged with providing leadership and strategic planning in the areas of budget, finance, accounting, purchasing, controller, financial systems, and the overall management of the financial enterprise and business consisting of units reporting to the SVP/VC.

Effectively and proactively manages the department portfolio and responds to differing needs from management in each unit. Develops and leverages relationships with various external units across the UC Irvine enterprise and UC Office of the President. Develops funding models and makes recommendations. Prepares financial documents, approves transactions, Prepares and/or oversee preparation of regular financial reporting. Oversees financial processing, including reimbursements, purchasing, contracts, recharges, etc. Provides leadership, supervision, and training to finance staff.

The HR financial environment is complex and layered with four separate budget approval processes (Campus, Health Sciences, Medical Center, and UC Office of the President). The funding models under the SCP/VC consists of various funds, many with restrictions and reporting requirements; enterprisewide components which entail recharges; and units that are supported solely by revenue. The Director not only independently leads the department in this area but also provides expert consultation at the highest level to the SVP/VC and other senior leaders. The current portfolio consists of the following units, subject to change:

* Partnership for Strategy and Innovation (Talent Management, Talent Strategy, Total Rewards, Communications, Engagement, Performance Excellence, Workforce Relations)
* People Services
* Campus Human Resources
* Health Human Resources (including Community Network)
* Health Sciences Human Resources
* Temporary Employment Services
* Chief Executive Roundtable
* Chancellor's Initiatives - including Illuminations and Climate Council
* Staff Support Groups - including Staff Assembly, Chancellor's Advisory Committee on Staff (CACS), Administrative Management Professionals (AMP)

A qualified candidate will be effective in managing a client portfolio, each with different needs and priorities, being adept at working within a matrix management structure.

The Director receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Manages, prepares, administers, and directs control of budget / organization resources. Manages the activities of the financial / resource analyst staff. Reviews and approves recommendations for financial planning and control. Monitors division and department adherence to approved budget. Provides guidance to subordinates to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Follows processes and operational policies in selecting methods and techniques for obtaining solutions. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

The expected pay range for this recruitment is $104,900 - $198,900 (Annual).

Required:

  • Comprehensive knowledge of finance and budget policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping.
  • Ability to effectively communicate verbally and in writing.
  • Interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations.
  • Client services oriented; good listening, critical thinking, and analytical skills.
  • Ability to multi-task.
  • Knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Demonstrated skill in independently analyzing situations, interpreting data, defining problems and/or objectives, identifying relevant factors, developing alternative solutions, making final recommendations, implementing and evaluating the results.
  • Skill in coordinating and compiling information from numerous sources. Experience analyzing complex data, understanding the overall picture, and summarizing financial reports for higher-level management's use in planning and decision-making.
  • Skill in using a personal computer, including Microsoft Office applications (such as Word and Excel).
  • Advanced skill in spreadsheet software.
  • Skill in utilizing enterprise financial systems.
  • Demonstrated skill in financial analysis, planning, projecting, and usage of a budget with multiple funding sources.
  • Minimum sevent years of experience in related fuction with progressive responsibility.

Preferred:

  • Experience with the Kuali Financial System.
  • Professional certification preferred.
  • Experience as team lead of supervisor

Special Conditions:

  • This position may be required to report at different work sites between the Irvine campus and health locations. The incumbent must be able to provide their own means of transportation to/from work locations.
