JOB DESCRIPTION AND POSITION REQUIREMENTS: The Office of Research Protections (ORP) within the Office of the Senior Vice President for Research, invites applications for the position Director of the Institutional Animal Care and Use Program. This search is being assisted by the search firm Isaacson Miller. The Director will report to the Assistant Vice President for Research in ORP and will provide coordinated leadership and oversight of the Institutional Animal Care and Use Program (IACUC) program and will supervise and monitor the work of the associated compliance staff, which includes an IACUC Administrator, an IACUC Analyst, a Quality Assurance Specialist, and a Program Assistant. Responsibilities: Following are the responsibilities of this position:
- Develop and administer the compliance program and policies related to the IACUC; have strong functional and working knowledge of all components of the IACUC compliance program; have extensive knowledge of and interpret and maintain compliance with federal, state and institutional regulations, guidance and policies related to animal care and use; be responsible for issues involving non-compliance and/or unanticipated events; evaluate effectiveness of the compliance programs; and ensure appropriate training of University researchers, committee members and collaborators. The Director will also chair and provide support for the Animal Issues Response Team (AIRT).
- Oversee the use of controlled substances in research, including consultation with Environmental Health and Safety, providing input when orphaned or questionable materials are found, and developing familiarity with the PA Hemp Program. Will serve as the regulatory expert in this area and provide guidance for researchers applying for registrations.
- As a member of a project advisory committee, will be responsible for serving as the subject matter expert for the IACUC as it relates to continued development and maintenance of the University's electronic research compliance management systems.In addition, the Director will collaborate with other institutions to share and learn of best practices to ensure the continuous improvement of the IACUC and the use of University compliance databases.
- Be responsible for collaborating and working closely with key constituents within the ORP (e.g., Director of Research Safety and Compliance) and related compliance committees (e.g., Institutional Animal Care and Use Committee, Institutional Biosafety Committee, University Isotopes Committee); compliance leadership and staff within the College of Medicine that oversee the College's IACUC program; and other compliance and administrative offices, such as the Animal Resource Program, Environmental Health and Safety, Office of Sponsored Programs, Office of Risk Management, Office of Physical Plant, Occupational Health and Safety, and Office of the General Counsel, as appropriate for the purposes of ensuring compliance with laws, regulation and policy.
- Be responsible for collaborating with peers across the country, particularly with the Big Ten Academic Alliance and the Federal Demonstration Partnership, to maintain benchmarking standards; developing and maintaining a national presence for best practices related to programmatic functioning and effectiveness; and is expected to attend and present at regional and national conferences, to pursue ongoing professional education and to stay current on federal laws, regulation, guidance and accreditation standards.
- Be responsible for all external reporting to federal and accrediting agencies. This includes responsibility for the annual reporting and triennial reaccreditation process; the development, management and record keeping of Memorandums of Understanding and interinstitutional assurances; negotiating with collaborating institutions for multi-site research; maintaining federal assurances, permits and license; and for managing federal inspection and reporting requirements.
Qualifications:
- A minimum of a Bachelor's Degree and 10+ years of relevant experience, including 3+ years of supervisory experience, or an equivalent combination of education and experience.
- Experience with regulatory compliance processes in animal research is required. Prior experience with AAALAC International and the triennial reaccreditation process is strongly preferred.
- Experience with controlled subjects is preferred.
- Proficiency with Microsoft Office and knowledge of electronic data management systems is strongly preferred.
- Must possess and demonstrate excellent leadership and administrative skills, be able to exercise a wide range of independent judgment and discretion, maintain confidentiality, be able to achieve identified goals, and have excellent interpersonal and oral and written communication skills, especially skills that elicit cooperation and teamwork.
- This position requires exceptional professionalism and proven effectiveness as a networker, communicator, problem-solver, and negotiator, with a strong customer service orientation.
- The successful candidate is expected to obtain or maintain national certification in research protections management (i.e., Certified Professional IACUC Administrator).
Work Arrangement: This position is a hybrid position and will require periodic on-campus meetings, inspections, regulatory visits, and other in-person activities, some of which may be scheduled with minimal notice.
