The Johns Hopkins Department of Pediatrics is an international leader committed to the progress of biomedical discovery, teaching the next generation of doctors and scientists, and the improvement of health in our neighborhood and around the world. The department has over 200 full-time faculty members, 16 primary All Children's Hospital faculty appointments and nearly 450 residents, fellows, students, nurses and staff members. Oversees the finances in the department, which is over $170 million to include sponsored, clinical, philanthropy, etc.

The overarching mission of the Department of Pediatrics is to be a leader in innovative research that leads to prevention and treatment of childhood diseases, provide patient- and family-centered clinical care and to train the next generation of pediatricians.

School of Medicine, Pediatrics is seeking a departmental Administrator to be responsible for ensuring continued focus on core academic and research objectives and the achievement of goals for Department of Pediatrics. The Administrator for Pediatrics supports the development of and implements strategic direction, ensures that the department meets or exceeds the operating target set by JHU; is responsible for implementation of faculty recruitment; advises the Director of Pediatrics on and directs and implements the agreed upon productivity & compensation model for faculty and clinical associates. These tasks should be done in a manner that maintains a strong academic environment and infrastructure that maintains and builds on the success of our faculty and staff.

The Administrator, in partnership with the Director of Finance, is responsible for departmental operating budgets, grant and contract activity and other functions such as recruitment, professional fee collections, credentialing, facilities oversight and fundraising activities. The Administrator must have a strong commitment to the academic components of the mission, with an understanding of the elements necessary to build and finance strong, respected teaching and research programming.

The Administrator should lead efforts to improve JHU faculty and staff engagement and reduce turnover of key job types. In addition, the Administrator is responsible for assuring compliance with applicable Johns Hopkins University regulations and is supportive of an environment that supports Johns Hopkins Medicine and all of the Johns Hopkins Entities regulations and policies.

Reporting Relationship

  • The Administrator works collegially and collaboratively with Johns Hopkins Medicine senior executives and JHU faculty across the system. The administrator has a matrix reporting relationship to the following:
  • Chief Administrative Officer, Department of Pediatrics (Primary)
  • Director, Department of Pediatrics, Johns Hopkins University School of Medicine
  • Vice Dean, Finance and Administration of Johns Hopkins University School of Medicine


Supervisory Responsibility

  • The Administrator is a member of senior departmental leadership and serves as the primary administrative contact and co-supervisor of the Division Administrator, in conjunction with the Division Director for the following areas,
  • Adolescent Medicine, Allergy/Immunology, & Rheumatology, Cardiology
  • Emergency Medicine, Endocrinology, Gastroenterology
  • General Pediatrics, Hematology, Hospital Medicine
  • Infectious Disease, Nephrology, Neonatology
  • Stanley Neurovirology, Quality and Safety Pulmonary

The Administrator serves as the primary administrative contact and supervisor for the managers of the following areas,

  • Facilities, Sponsored Research, Professional Fee Billing, Credentialing, Divisional Administrators, and Human Resources

Physician Leadership

  • The Administrator works collegially and collaboratively with physician leadership within the School of Medicine and provides programmatic support to the Vice Chairs, in addition the Director.

Program Planning

  • In conjunction with the senior leadership, formulate overall tactical planning for academic and clinical growth and viability.
  • When appropriate, and under the direction of the department director, assure incorporation of new advances and technological initiatives in basic research and patient care, including the development and application of translational research (bench to bedside).
  • Initiate and direct short and long range planning, develop business plans and conduct comprehensive feasibility studies for: evaluation of new and existing programs; assessment of facility requirements; funding and staffing needs.
  • In conjunction with goals set by JHU & JHH leaders, will provide leadership, when appropriate, in planning facility expansion, new building construction/renovation and program planning.
  • Develop and implement operational plans and departmental management objectives to ensure clinical program performance and contribution to University objectives.
  • Participate in cross departmental planning processes to support multidisciplinary academic and clinical programming.


Organizing & Implementing

  • Develop and maintain a sound management structure, operating policies, procedures, and staffing to meet the operational needs for the department.
  • Provide mentoring and direction to division administrators and others in managerial leadership. Develop long and short range action plans to achieve collaborative results and maximize individual and collective strengths.
  • Develop and manage a comprehensive compensation model for all faculty within the Department of Pediatrics. Through leadership of departmental committees, develop, implement and maintain policies and reports that guide the operations of the model.
  • Advise department leadership and JHU School of Medicine Vice Dean of Finance and Administration on a broad range of department specific issues including financial performance, volume and operational achievements and issues, institutional information technology/system changes, State and Federal activities, institutional strategic planning goals, changing health care patterns, etc. Develop clinical/operational programs to address programmatic and financial issues facing the department.
  • When applicable, direct the administration of grants, recommend and develop new grant funding, support the preparation of major research proposals and develop and review proposals from a financial and administrative perspective.
  • Direct departmental/functional unit operations with authority to make commitments related to physician practice plan expenditures and revenues, sponsored research, ambulatory care, third party contracts, contracts, and staffing.
  • Develop standards of performance for department activities, monitor safety, quality, and service performance and implement training, resource allocation and corrective actions as necessary.

Managing

  • Meet agreed upon financial and operational objectives of the department. Where appropriate, institute corrective actions including audits, reallocating resources, human resource management, reprioritizing, and/or modifying plans or budgets.
  • Direct the evaluation, development, and maintenance of control systems pertaining to financial, operational and programmatic management. Monitor use of resources in accordance with plans and budgets, and provide reports to leadership, and to managers and supervisors to assist their control of resources in their areas of responsibility.
  • Develop and monitor management reports to document and describe departmental activities over time. Communicate outcomes with JHU & JHM leadership, departmental leadership and departmental managers/supervisors.
  • Direct the development and maintenance of administrative policies for the department that define the parameters of the action of managers and supervisors and that provide guidelines for decision making, ensuring compliance with Hospital and University directives, Federal and State laws and regulations, and accreditation requirements.
  • With department assistant administrators, managers and supervisors, develop mutually agreed upon standards of performance for their activity, appraise performance, and provide direction ensuring effective performance of responsibilities. Assure access to mentoring and continuing education for these key employees.
  • Work collaboratively with department's analytics team to lead development novel reporting and other business intelligence tools to inform principal investigators and guide laboratory and clinical operations and the overall research mission.
  • With department director or designees, assign space utilized by all clinical and research programs at the department level and assist in future space planning as it relates to department operations. Review space planning and allocation on a regular basis and adjust according to current needs.
  • In partnership with the Director of Finance, oversee the department budget process and assure that both expense and revenue budgets are accurate, timely and realistic during the course of the fiscal year, including the release of funds for expenditure and the review/approval process for capital equipment.


Climate Setting & Leadership

  • Represent the department in a manner to achieve results in a way consistent with organization values and to provide a constructive example for others to do likewise.
  • Establish timely and effective communications with senior leadership within department to keep them aware of important Johns Hopkins Medical Institutions and University information and to receive information and feedback from them.
  • Maintain an active role in the community, especially in specialty-specific organizations, as a representative of a specific Hopkins' department/functional unit and to represent the organization to both internal and external constituent groups in such a manner as to enhance the image of the department and to further its objective.
  • Ensure that all areas of the department and areas outside the department which interact with same receive adequate information on internal and external issues which affect operations, as well as advice, assistance, and service that aids them in attaining related objectives; and to be a source of information for all staff, especially senior leadership, to increase their understanding and responsibility regarding these issues.
  • Develop positive employee relations and communication through management interaction with employee groups and visibility.
  • Serve on institutional committees as well as assume other responsibilities within the medical institutions outside of the functional unit/department.


Operational

HR Management

  • Direct the overall human resources and organizational development goals of the department ensuring that all personnel management functions are successfully performed, including recruitment and retention, employee relations, grievances, training orientation, achieving a diverse workforce, career development and the equitable administration of compensation programs. Ensure that all departmental human resources activities are carried out consistent with JHU personnel policies.
  • Support faculty growth and productivity and assist department/functional unit director with faculty recruitment and retention, physician credentialing, and job actions.
  • Actively participate in increasing JHU employee engagement and reduce the turnover.

Growth and Profitability

  • Allocate resources and develop efficiencies to improve and maintain the services of the department and to ensure a positive financial performance.
  • In conjunction with clinical and basic science faculty, develop and provide financial resources to provide operational support for their research, and to achieve timely and effective delivery of patient and family services.
  • In conjunction with the department director and finance staff consistent with Johns Hopkins Medical Institutions' goals and objectives, develop, initiate, negotiate and implement any departmental/functional unit external affiliation agreements.
  • In conjunction with the department director and finance staff and consistent with Johns Hopkins Medical Institutions' goals and objectives, negotiate with external federal, state and private agencies with regard to grant funds for construction, core support and individual faculty and program support.


Minimum Qualifications
  • Bachelor's Degree in Business, Finance, Accounting or other related field.
  • Seven years progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department, center, or unit, including 2 years financial management experience (e.g., planning, directing, monitoring, organizing, and controlling monetary and non-monetary resources). Supervisory experience strongly preferred.
  • Master's Degree in a related field may substitute for required experience, to the extent permitted by the JHU equivalency formula.

Starting Salary Range: $127,300 - $223,000 Annually (Commensurate w/exp.)

This salary range does not include all components of the School of Medicine's compensation program. This position may be eligible for a discretionary bonus. The referenced base salary range represents the low and high end of Johns Hopkins University's salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
