Job Overview

The Assistant AML/CFT Officer is responsible for directly managing a team of advisors that provide the day to day support of Horizon Bank's Bank Secrecy Act (BSA) Anti-Money Laundering (AML) and Office of Foreign Assets Control (OFAC) Compliance Program using industry standards and regulatory guidance to ensure the Bank's compliance efforts are maintained on a daily basis.

The position is set in a fast-paced, time-sensitive environment and requires good problem-solving skills, accuracy, and attention to detail. An ideal candidate would enjoy working in a positive, team-oriented workplace.


Principal Accountabilities

The Assistant AML/CFT Officer has developed a high level of competence or mastery in all tasks related to compliance, BSA reporting, and Bank operations. The Assistant AML/CFT Officer provides supervision, leadership, training and direction to direct reports and fellow team members.

Represent the Bank to both internal and external customers in a courteous, professional manner in face-to-face, written and telephone communications. Accountable for adherence to compliance standards including the Bank Secrecy Act (BSA) and the AML Act of 2020, quality of documentation, and timeliness of all back-office processes that support the day-to-day processing of anti-money laundering, Customer Identification Program), and other compliance-related matters. These items include the oversight of Currency Transaction Reports (CTRs), CTR Exemption, CIP matters relating to account opening and missing documentation, high risk customer management, Enhanced Due Diligence Reviews, Office of Foreign Asset Control (OFAC)-related matters, and risk mitigation. Assistant BSA Officer will actively protect confidentiality of reporting, customer information, and account information.


Duties

  • Assist the AML/CFT Officer with the continued development and documentation of a formal written program of procedures to ensure that each branch, department and all advisors are aware of and comply with the letter and spirit of all BSA laws and regulations that affect their operations.
  • Assist the AML/CFT Officer with model validation and admin support of anti-money laundering software.
  • Participate on project teams directly related to areas involving BSA. Actively contribute to the successful implementation of those projects.
  • Provide assistance, training and guidance to all Bank advisors regarding interpretation and implementation of the Bank Secrecy Act and related federal regulations and this compliance program.
  • Assign alerts within anti-money laundering software and complete quality control reviews of worked alerts.
  • Oversee the day-to-day completion of Enhanced Due Diligence (EDD) reviews.
  • Oversee the day-to-day completion of Currency Transaction Reports (CTRs).
  • Oversee the Bank's ongoing response to OFAC and 314(a)-related matters.
  • Complete BSA reporting on a weekly, monthly and quarterly basis as needed for the team, AML/CFT Officer, and SAR Committee.
  • Validation and approval of Currency Transaction Exemptions.

Personnel Management

  • Lead recruitment efforts and partner with Human Resources to make hiring decisions.
  • Coordinate training for new hires and in conjunction with performance and developmental needs.
  • Monitor behavior and results to effectively coach and motivate team members to achieve service and sales goals.
  • Prepare and conduct scheduled performance evaluations. Address and document performance issues.
  • Schedule employees, manage time off requests and approve weekly timecards if applicable.
  • Responsible for building and developing a successful team. Involve staff in planning, decision-making and process improvement.
  • Responsible for encouraging continuous enhancement of subordinates' knowledge and competencies to foster their successful career advancement.


Qualifications & Skills

  • Bachelor's degree in finance, Business Administration or a related field and 5+ years of related AML/BSA or Compliance experience operating in a large financial services organization supporting compliance, operations, or risk with an operational risk and/or compliance focus or equivalent education and experience
  • Advanced degree in a related field and/or Certified Anti-Money Laundering Specialists (CAMS) designation or similar industry-related designation required.
  • 5+ experience working with regulatory bodies including the FDIC, CFPB and others preferred
  • 3+ years people management experience
  • Deep subject matter expertise in BSA/AML/CFT laws and regulations
  • Extensive knowledge of BSA/AML/CFT/OFAC compliance regulations and requirements
  • Relationship builder who can establish trust, confidence and credibility with senior leaders, executives, and regulatory bodies
  • Must exhibit attention to detail and sense of urgency to complete assigned tasks.
  • Must possess the ability to identify risks and implement mitigating controls to reduce risk exposure in various situations and be able to conduct effective research and use of all tools available to track down specific items needed to complete fraud investigations.
  • Excellent verbal and written communication skills.
  • The ability to analyze and interpret information to arrive at a logical conclusion.
  • Exceptional organization, time management and follow-up skills. Excellent interpersonal skills and ability to communicate effectively with customers, bank employees and outside service providers.
  • Ability to follow detailed instructions and a wide range of procedures requiring sound judgement.
  • Ability to perform complex mathematical computations using various business machines and/or computers.
  • Must have proficient typing and computer skills in Microsoft Office Suite (Word, Excel and PowerPoint).
