Position summary:

We are seeking a dedicated and experienced finance leader to join our team as Assistant Treasurer (Director level role). This key leadership role will support the VP, Treasurer, to lead, develop and manage strategies, operations, and policies for the Treasury function. This position involves overseeing daily cash management, capital markets, credit and commodity risk management, benefits accounting and investments, shareholder services, budgeting and forecasting and regulatory activities for the Treasury function. The Assistant Treasurer will also partner with the VP Treasurer to develop and maintain strong relationships with banks, rating agencies, actuaries, and other stakeholders to execute on the Company's strategic priorities.

Pay Range: $165,850 - $273,700 (This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.)

Reporting Relationship: Vice President and Treasurer

Location: Rapid City, SD

Essential Functions:
* Direct cash management function by ensuring adequate day-to-day liquidity is available and the most cost-effective financing tools are utilized within the credit facility. Ensure strong cash flow forecasting procedures are maintained. Review and maintain optimal banking fee structures for Treasury services.
* Partner with Treasurer and Senior Management to develop and execute short and long-term financing strategies to meet the organization's short-term liquidity needs and support the Company's long-term strategic growth priorities.
* Maintain and ensure compliance with Company's credit and risk policies. Provide guidance and decision support to credit team when approving letters of credit, corporate guarantees and other forms of security.
* Develop and maintain strong understanding of the Company's benefits plans including pension, other post-employment benefit plans, director compensation, and executive compensation plans. Provide guidance and oversight to benefits accounting and shareholder services teams to ensure customer needs are met and accurate and timely accounting for these plans is maintained.
* Guide Treasury team on budgeting and forecasting assumptions used for all functions within Treasury. Review budget and forecast assumptions and results with Treasurer and Chief Financial Officer.
* Oversee regulatory activities for Treasury. Guide team through rate review and other regulatory activities including completing regulatory schedules and responding to data requests. Act as key Treasury witness in regulatory proceedings.
* Develop various materials to be presented to Senior Management, the Board of Directors and the Audit Committee and Pricing Committee of the Board of Directors.
* Oversee establishment of and adherence to Treasury policies and procedures. Ensure compliance with all corporate policies. Maintain strong understanding of and compliance with Treasury related SOX internal controls.
* Maintain a continuous improvement mindset. Lead the team to identify, recommend and implement ongoing process improvements and system enhancements within Treasury functions.
* Develop key performance indicators to track and evaluate treasury operations effectiveness including but not limited to cash forecasting, bank fees, interest expense, and bank relationship management.
* Provide for the effective selection, development, and performance management of Treasury team.

Additional Responsibilities:
* Manage or participate in special projects as assigned.

What Is Required:
* Bachelors degree in Finance, Accounting, Economics, or related field required.
* Minimum of 10 years of experience in accounting, treasury, or finance required.
* Minimum of 5 years of experience managing and leading people is required.
* Knowledge of banking and financial instruments and experience executing capital market transactions.
* Exceptional verbal and written communication skills.
* Ability to drive for results in a collaborative manner.
* Excellent analytical and negotiation skills.
* Strong interpersonal skills including the ability to build relationships and work with a wide variety of people and functions, both internally and externally.
* Business acumen and organizational agility.
* Operate with absolute integrity and uphold the values of Black Hills Corporation.

What Is Desired:
* Masters degree in Business, Finance or Accounting is desired.
* Preferred certifications: Certified Treasury Professional (CTP)-AFP; Certified Public Accountant (CPA); and/or Chartered Financial Analyst (CFA).
* Knowledge of regulated utilities and application of treasury functions within the regulated utility industry.
