Position summary:

Perform load forecasting for the electric utilities to identify generating resource needs, research and analyze market conditions, and continually update load projections. Support the preparation of long-term resource plans, budgets, and strategic planning efforts. Develop, collect, organize, and maintain all supporting documentation used for economic dispatch modeling including utilizing the resource planning software.

Pay Range: This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.
Level I: $60,000 - $ 90,150
Level II: $71,100 - $106,600
Senior: $84,600 - $126,900

Reporting Relationship: Resource Planning Manager

Location: Rapid City, SD

Relocation Assistance: Relocation assistance is available based on individual circumstances! Details to be shared during the offer process.

Essential Functions:
* Continually monitor, collect and maintain documentation for existing generating plants as needed to accurately model these generation resources.
* Track historic load trends and compare to load forecasts to determine load forecasts in the future are accurate.
* Continually track and verify historic load data, weather data and other economic data for use in load forecasting.
* Analyze and interpret company financial and statistical data used in studies to analyze the generation resources.
* Prepare production cost models and capacity expansion models using the resource planning software as needed but no less than once a year.
* Research and communicate the proper interpretation of rates, rules, and terms and conditions of potential resource alternatives, including renewable resources, as needed to run resource plan models.
* Participate in various internal work groups in order to develop and implement the Company's strategic action plans.
* Prepare annual load forecasts for electric utility power supply requirements including the WECC, NERC, and other Load and Resource reports.

Additional Responsibilities:
* Develop and maintain a Department Administrative Guideline (DAG) program that accurately documents department procedures and policies.
* Work to find efficiencies in the resource planning software process to reduce the time needed to create the output from each system.
* Keep supervisor informed of project work status.

What Is Required:
All Levels:
* Bachelor's Degree Relevant field, such as Engineering, Business, Accounting or Finance, Economics or equivalent experience
Level I:
* No experience required. Training provided.
Level II:
* Minimum of 3 years of experience in electric utility planning and operating methods.
* Minimum of 3 years of experience with statistical analysis and regression analysis developing load forecasts using econometric analysis and weather normalization techniques.
Senior:
* Minimum of 5 years of experience in electric utility planning and operating methods.
* Minimum of 5 years of experience with statistical analysis and regression analysis developing load forecasts using econometric analysis and weather normalization techniques.

What Is Desired:
* Basic understanding of electric utility production cost model preparation and analysis.
* Utility budgeting and financial planning.
* Demonstrated ability in developing and maintaining project schedules.
* Ability to accurately perform required tasks and meet deadlines while paying close attention to detail.
* Ability to demonstrate initiative and to work independently as well as with a team.
* Ability to analyze information critically and review trends and projections.
* Strong interpersonal skills.
* Strong computer skills. Proficiency in Microsoft Excel, Word, Access and Project Management Software. Experience with statistical software such as STATA.
* In depth of knowledge of economic principles utilizing statistics and analytics.
* Excellent verbal and written communication skills.
* Ability to gather, organize and maintain a variety of different data sets.
* Experience with statistical analysis and regression analysis developing load forecasts using econometric analysis and weather normalization techniques.
