Job Description:

Summary

Barr is looking for additional project management support for environmental review projects. The person in this position will assist with managing state permitting and federal environmental review opportunities across the United States, with an emphasis on transportation, renewable energy, minerals extraction, and natural resource management services in the Intermountain West.

Tasks will likely include:

  • Managing and supporting multidisciplinary project teams in developing state- and federal-level environmental review documents and permit applications

  • Managing environmental surveys and assessments (archaeological and historical; threatened and endangered species; baseline ecological; wetland delineations, inventories, and functional assessments)

  • Working with clients to identify, scope, and manage environmental review, permitting, and compliance projects, as well as provide technical advice and support

  • Developing regulatory strategies with clients

  • Consulting and negotiating with federal, state, and local regulatory officials and agencies

  • Supporting public involvement as necessary

  • Building and maintaining relationships with clients and supporting business development activities

A successful person in this role is intrinsically motivated and emphasizes client service. They enjoy working independently and as part of a team, using their project management expertise and technical ability for a variety of projects. They are flexible in working with their project teams and are willing to occasionally modify schedules to meet project deadlines and/or client needs. This person also is relationship-focused, as the role involves serving both internal and external clients.

Minimum Qualifications

  • Bachelor's degree in environmental engineering, environmental science, environmental policy, natural resources management, biology, ecology, or other related scientific field

  • Years of applicable experience: over eight years of experience directly related to environmental review and permitting projects

  • Field data collection and analysis

  • Knowledge of and experience with the National Environmental Policy Act (NEPA) and state-equivalent regulations and processes. Knowledge of and familiarity with federal and state regulatory agency staff, resource managers, and other government officials

  • Familiarity with the ecological systems in the Intermountain West

  • Ability to lead and work with multidisciplinary teams to fulfill commitments on schedule and within budget and to provide professional services that exceed client expectations and requirements. Ability to organize and direct field crews and task teams effectively with minimal direct supervision

  • Ability to communicate effectively to prepare and support the review of technical reports and other deliverables

  • Ability and willingness to travel as needed to complete job duties

  • Possession of a valid driver's license and acceptable driving record

  • Legal authorization to work in the United States without the need for sponsorship from Barr, now or in the future

Preferred Qualifications

  • Recent experience with environmental permitting and consulting in the Intermountain West

  • Experience training and mentoring staff

  • Experience working directly with the Bureau of Land Management or other federal agencies

  • Experience or familiarity with the following regulatory programs and permitting requirements: water appropriations, wetlands (CWA 404), National Pollutant Discharge Elimination System (CWA 402), threatened and endangered species (Section 7) compliance, cultural resources (Section 106) compliance

  • Relationships with federal and western states' regulatory agency staff, resource managers, and other government officials

  • Experience working as a third-party contractor on federal Environmental Assessments and/or Environmental Impact Statements

Note: Some work locations may feature rough terrain typical of construction sites and may also require entering and working in facilities that include limited accessibility, moving machinery, and other conditions typical of industrial facilities. Safety training will be provided.

A hybrid work arrangement may be considered for this position. A hybrid arrangement refers to splitting time worked between a Barr office and a home office. This position can be based out of Barr's Albuquerque or Farmington, New Mexico; or Durango or Pagosa Springs, Colorado, offices. Hybrid arrangements will be considered based on candidate qualifications, location requirements, and Barr's needs.

Compensation:

The anticipated base salary range for this position is $85,000-125,000/year. This position is classified as exempt under the Fair Labor Standards Act (FLSA). Compensation will vary based on relevant experience, education, skill level, and other compensable factors. Employees in this position may also be eligible for a discretionary cash bonus based on team and individual performance.Barr has a "no retained earnings" model and distributes all its profit to our employees through our bonus plan and ESOP.
