Overview

ESSENTIAL DUTIES AND RESPONSIBILITIES:

* Provide the Directorate Safety Manager and team of Division Safety Officers (DSOs) expert, timely support in safety disciplines - including system explosive, range, and occupational, health and environmental - vis-a-vis all applicable safety and environmental protection laws, regulations, and requirements at the directorate level to include each of its six Test Divisions, in total encompassing more than 400 employees.
* Create and sustain a comprehensive, vigorous, proactive, prevention-focused safety program.
* Support the Directorate Safety Manager and team of DSOs embedded in geographically dispersed Test Divisions.
* Identify and assess safety hazards and risks of test and evaluation (T&E) and support operations; recommend mitigations.
* Be involved in T&E projects: Planning, preparing for, executing, and monitoring.
* As a safety expert, participate in Hazard Analysis Working Groups (HAWGs) involving the directorate and represent organization interests.
* Participate in quarterly Unit Commander's Safety and Occupational Health Advisory Council (SOHAC) sessions.
* Conduct Quarterly Directorate Safety Councils.
* Prepare and review Standing Operating Procedures (SOPs), Test Plans, Test Safety Risk Assessments (TSRAs) and supporting documentation in accordance with RTC Supplement to ATEC Regulation 385-1, U.S. Army Test and Evaluation Command Safety Program.
* Perform safety audits and inspections; provide documented results and recommendations.
* Investigate mishaps and near-mishaps; documenting and reporting findings using unit and directorate protocols, processes, procedures, and formats.
* Laws, regulations, directives, standards, requirements, etc. in which there shall be expertise include, but are not limited to:
o Code of Federal Regulations (CFR) 29; Occupational Safety and Health Administration (OSHA) laws and regulations.
o Environmental Protection Agency (EPA) laws and regulations.
o Alabama Department of Environmental Management (ADEM) laws and regulations.
o Department of Army Pamphlets (DA PAMs) 385-10, Army Safety Program; 385-64 Ammunition and Explosives Safety Standards; and others.
o Army Regulations (AR) 385-10, The Army Safety Program; 700-13, Worldwide Department of Defense Military Munitions (Ammunition) Logistics/Surveillance/Explosives Safety Review and Technical Assistance Program.
o Army Test & Evaluation Command (ATEC), RTC, and U.S. Army Garrison Redstone Arsenal applicable directives.
o RTC Supplement to ATEC Regulation 73-1, System Test & Evaluation Policy.

EXPERIENCE, EDUCATION, & LICENSURE:

* Shall have a BS degree from an accredited college. Shall have five (5) years' experience directly related to industrial, facility, and personal safety and environmental programs. Shall have familiarity with Military Explosives/Munitions, Army safety and environmental publications and regulations and have experience in drafting policies and procedures from DoD, federal, state, and local government safety and environmental regulations, for application at the organization level.

A professional office in which typical office equipment and information technology is used.

PHYSICAL REQUIREMENTS:

The physical demands described must be met by an employee to perform the essential functions of the job. The employee must be able to: see, hear, and speak; lift objects weighing up to 20 pounds; sit for extended time; and use a personal computer and typical peripheral devices.

TRAVEL:
None.

WORK AUTHORIZATION / SECURITY CLEARANCE:

DoD Secret or higher security clearance, or the ability to obtain and maintain a Secret clearance. U.S. Citizenship is required.

ADDITIONAL QUALIFYING FACTORS:

Must have the ability to obtain and maintain a security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States are required.
