THE POSITION

The Department of Transportation is seeking a Roadway Programs Technician Supervisor to become a vital part of their team. This position involves managing various administrative and technical support functions related to the upkeep of roadway programs for PennDOT in Chester County. Furthermore, the supervisor will be instrumental in assisting with the development of the Annual Work Plan (AWP), making sure that every facet of roadway management is thoroughly considered. DESCRIPTION OF WORK

In this role, you will oversee the maintenance activities of roadway programs for Chester County. You will collaborate closely with the County Maintenance Manager and Assistant Maintenance Managers to formulate the Annual Work Plan (AWP), which encompasses the coordination and development of the county's 213 Surface Improvement Program. Throughout the fiscal year, you will monitor the AWP by leveraging Plant Maintenance and Business Warehouse reports to ensure adherence to the plan, providing status updates, and recommending necessary adjustments in response to shifting priorities, conditions, and funding availability. Additionally, you will assess and determine the material requirements for various activities based on the AWP.

You will also be responsible for the creation and management of the County Budget, preparing budget reviews to keep management informed about the financial status for effective decision-making. Your role includes advising the County Manager on budgetary matters and suggesting reallocations of funds between programs as necessary. Continuous monitoring of all financial resources will be essential to ensure that sufficient funds are available for county operations and that encumbered funds are managed effectively to prevent any loss at the end of the fiscal year. Furthermore, you will handle the budgetary aspects of all county Agility agreements, recommending modifications based on budget considerations and actively participating in negotiations from a financial standpoint.

Your responsibilities will extend to reviewing and adjusting scheduled work by analyzing Systems, Applications, and Products (SAP) reports, original planning session notes, weather conditions, inventory assessments, equipment availability, and related highway materials information. You will coordinate and engage in the review and analysis of output data from the SAP Plant Maintenance system to ensure that work program objectives are met while maintaining overall system control. This will involve a thorough analysis of the deployment of manpower, equipment, and materials to effectively schedule work and evaluate costs.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You will not have the option to telework in this position.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year of experience as a Roadway Programs Technicians 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of experience in the analysis, development and implementation of methods and techniques in a roadway maintenance management system and an Associate's Degree in the field of Business Administration, Computer Science, Highway Engineering Technology or other closely related program; or
  • A Bachelor's Degree in Business Administration, Computer Science, Mathematics, Statistics, or in a civil engineering related discipline; or
  • Any equivalent combination of experience and training.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
