As the Airport Operations Duty Manager Supervisory you will monitor, manage and ensure the safe, efficient, and secure operation of the entire Airport complex.

Airport Operations Duty Manager Supervisory

Serves in the Airport Operations Department at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD).

Through a subordinate team of Airport Operations Duty Managers, performs airport management functions with responsibility for the safe, efficient, and secure operation of the entire Airport complex with the goal of maximizing safety and security with minimal disruption to Airport operations. Maintains constant awareness of changing conditions, activities, and requirements affecting Airport airside and landside operations. Reacts and responds to incidents, events, problems, and complaints in a professional manner and takes appropriate actions. Performs related functions.

GENERAL RESPONSIBILITIES

Directly and through subordinate staff, manages, monitors, and ensures the safe, efficient, and secure operation of the Airport complex.

Maintains constant awareness of changing conditions, activities, and requirements affecting Airport operations.

Patrols, monitors, and inspects the Airport complex to ensure all Airport operations mechanisms, procedures, and activities are in compliance with Federal requirements.

Evaluates situations and directs personnel in response to incidents, emergency events, and problems and complaints.

Ensures that Airport Operations Duty Managers under their supervision document all discrepancies and non-complying conditions concerning 14 FAR Part 139 and 49 FAR Part 1540 and 1542 found during each shift and are accurately included in a daily shift log. Ensures tenant activities are forwarded to appropriate parties and reports for follow-up actions are filed during each shift. Monitors progress of corrections; determines severity of discrepancies and priority for corrective action. Ensures corrective actions are completed in a timely manner.

Develops and implements approved Airport security, certification, and safety programs in accordance with Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations and Airports Authority guidelines.

Initiates and directs the appropriate Airport Contingency Plan(s) during airport emergencies.

Performs as the Incident Commander, in an emergency, coordinating personnel efforts.

Identifies and builds relationships with Airport employees and with contacts at other airports.

Acts as a liaison between the TSA, CBP, FAA, airlines, tenants and other stakeholders regarding Airport security and ensures adherence to the Airport's operations safety standards.

Responds to violations, incidents, and complaints, and takes immediate action.

Enforces airfield vehicle and driving regulations.

Ensures compliance with Federal Aviation Regulation (FAR) Sec. 139.337 (Wildlife hazard management) and construction program requirements and regulations to mitigate wildlife hazards. Ensures the safe use of firearms at the airport, when used for wildlife mitigation.

Ensures all applicable FAA and Airport regulations are adhered to for all airfield construction activities.

Directs or initiates action to prevent unsafe airside and landside operating conditions.

Manages the Airport Operations 24-hour Command Center, and supervises a team of Airport Operations Duty Managers and related security personnel.

Reviews and ensures accuracy of log of shift activities and prepares reports concerning daily operations.

Monitors the activities of Airport business operations and facilitates the effective resolution of problems that may adversely impact the traveling public or Airport operation.

[IAD only] Monitors the AeroTrain, Plane Mate, and Mobile Lounge operations.

Coordinates news and media requests with the Public Affairs Department.

Ensures coordination with the appropriate authorities responsible for the security of individuals identified as "high risk".

Resolves airline and tenant complaints.

Develops and recommends modifications plans, manuals, regulations, and other operating procedures, as appropriate, for review and approval.

Oversees movements of the Snow Team during winter operations.

May initiate and serve in the Incident Command System and the Emergency Operations Center during emergency conditions.

Serves as Airport Security Coordinator, Airport Operations Deputy Manager, or Airport Operations Department Manager in their absence.

Performs other duties as assigned.

QUALIFICATIONS

Seven years of progressively responsible experience in airport or airline operations as a full performance level Operations Officer, or in a comparable job class in airport or airline operations at either a 14 CFR Part 139 certified airport OR seven years of military air operations experience, OR a combination of the two provided that totals seven years of operations experience.

Two of the seven years of experience must have been at a TSA Security Category I or higher airport as a full performance level Operations Officer, or in a comparable airline or military position.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Knowledge of and ability to comply with Federal, state, and local regulatory requirements governing airports.

Knowledge of airport management at a Category II or higher airport and ability to perform collateral duty assignments such as airport certification, airport operations budget management, and airport maintenance and construction monitoring and control.

Knowledge of aircraft operations and skill in avoiding situations that might adversely impact safe operations.

Ability to recommend and develop new airport operational policies or procedures, as necessary.

Ability to analyze complex situations, prioritize issues, and formulate response plans.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write effectively, with emphasis on communicating sensitive or classified information in an emergency situation.

Skill in using a computer and modern office suite software, with emphasis on security access control systems and weather monitoring systems.

PREFERRED QUALIFICATIONS

Experience working in airport or airline operations at a TSA Security Category X airport.

EDUCATION

A Bachelor's Degree.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Operates vehicle landside and airside (requires AOA permit).

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, customer service and other factors.

May be required to discharge firearms and other pyrotechnic devices to mitigate wildlife hazards.

May be subject to the possibility of bomb and terrorist threats, irate passengers, large crowds, airport trespassers with ill intent, and adverse weather conditions.

May be subject to potential hazards common to the airport environment, including exposure to hazardous materials and noise exceeding 85 decibels. Wears personal protective gear, as necessary.

Work requires moderate to heavy physical exertion (lifting objects up to 50 pounds).

Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.

May be subject to night/weekend work. Works rotating shifts.

A background security investigation will be required for all new hires.
