Position Summary

Performs professional management and supervisory work in serving as principal assistant to the Director oftheProject ManagementOffice (PMO).Provides leadership and management oversight to staff and supporting consultants, as well as program and project management services forcapital projects andgroups of projects atvariousPrince William Water facilities and locations. The work involves planning, directing, coordinating, and supervising projects for Prince William Water. Holds staff, consultants, vendors,and contractors accountable for meeting budget, deliverables, and schedule requirements. Demonstratesa commitment and supports a culture of diversity,equityand inclusion.


Position Responsibilities / Essential Job Functions

  • AssisttheDirector in the effective management and stewardship of theprojects forpotable water,andcollection and treatment of wastewater projects.

  • Plan programs and implementscomplete cradle-to-grave designandconstruction processes. Projectsinvolvepotablewater and sewage collection, water and sewage pumping, water storage tanks, water transmission and distribution mains, sewer force mains and sewer mains, wastewater treatment and related facilities.

  • Supervise staff as directed; assign,direct,and review work andtake actionto adjustwork, staffing,and operations to meet requirements. Select, train, develop, and evaluate staff, and takeappropriate actionto improve performance when necessary. Initiates actionsregardinghiring, transfers, promotions, payroll, leave, performance, development, and other personnel actions.

  • Provide leadership and management oversight to staff and supporting consultants, as well as program and project management services forcapital projects andgroups ofprojectsatvariousPrince William Water facilities and locations.

  • Provide project management training, guidelines, andassistanceto other Divisions such as Operations and Maintenance, Engineering and Planning, Information Technology,and Data Management.

  • Coordinate designand construction programsand projects withother Prince William WaterDirectors,managersand end users; provides technicalassistanceand data analysis.

  • Perform administrative duties for the Project Management Office. Assist theDirector in the daily management of thePMO'soperating budget, personnel, equipment, and facilities.

  • Prepare and coordinatethepreparation of reports as needed.

  • Track monthly actual and planned invoicing.

  • Responsible for understanding the overall strategy and direction of Prince William Water, championing and communicating the message to direct reports and employees.Assistswith strategic short-term and long-term planning.

  • Coordinate thePMO'swork. Provide support and work with allDivision anddepartmentleadershipas well as personnel from other divisions toaccomplishPrince William Water'sgoals.

  • Assess the needs of thePMOand provide leadership in planning and implementation.

  • Coordinate the community engagement program for all capital projects.

  • Answer technical questions andadvisethe public and other governmental agencies on capital improvements.

  • Respond to complaints and/or requests for information from customers, thegeneral public, and other government agencies.

  • CoordinatethePMO'supdates of policies and operating procedures.

  • Draft, review, and editthescope of work statements for consulting services for completeness, accuracy, and thoroughness.

  • Prepare and/or approve work processes and Standard Operating Procedures (SOP).

  • Provide oversight of the review, processes, and approval of all capital projects to ensure that established codes, standards, policies, and best engineering practices are followed in the design and construction of all water and sewer systems.Facilitate successful design and construction of the Capital Improvement Program (CIP) projects.

  • Oversee easement/property acquisition. Responsible forthepreparation of easement documents, communication and negotiation with property owners, title research, valuation issues, and condemnation activities.

  • Assistin the preparation of the annual CIP to ensure that timelines are met and that deliverables meet requirements.

  • Assistin developing industry best practicesandproject management guidance to be used by other Divisions.

  • Use resources economically; manage positions and personnel to make the best use of employees; develop employees; plan for succession of key personnel; counsel employeesregardingtheir work and takeappropriate actionto address performance where necessary; resolve grievances and administer discipline as directed.

  • Develop plans to meet unexpected situations and changes in programs; prepare for emergencies; understand the factors and conditions affecting programs and recommendappropriate responses.

  • Perform project management and/or construction management duties for assigned projects.

  • Prepare staff reports and agenda items for Board of Directors meetings. Perform related work asrequired.

  • Maintain confidentiality at all times.

  • Meet divisional benchmarks within established guidelines.

  • Act in the absence of the Director and represent the Director in meetings and on specific projects.

  • Operate aPrince William Water vehicle.

  • May bedeemedessential at any time.

  • Perform other duties as assigned orrequired.


Essential Skills and Experience

Essential Competencies:

  • Knowledge of the principles and practices of utilities design and construction; modern engineering practices and procedures as they apply to water and sewer systems; modern developments in current literature and other sources of information in utility construction; principles of report writing and business correspondence; computer equipment and software related to assignment; English usage, spelling, and grammar.

  • Ability to effectively plan and direct the work of professional, administrative, and field inspection staff; apply engineering knowledge to specific technical problems; express oneself clearly and concisely, establish and maintain effective working relationships with others encountered in the work.

  • Ability to read, analyze, and interpret complex reports and spreadsheets; create technical reports and worksheets; organize and prioritize work.

  • Project/Program management experience. Proven ability to design and execute a project plan.

  • Ability to coordinate the efforts of project teams that include staff from various divisions/departments, work cooperatively, and get results in a timely and effective manner.

  • Excellent oral and written communication skills including English usage, spelling, grammar, technical report writing, persuasive and expository writing, and training materials. Ability to multitask, prioritize, and work well with all personality types.

Minimum Education and Work Experience:

  • Bachelor's degree in civil or environmental engineering or related field.

  • At least six years of progressively responsible experience in the design, maintenance, and/or construction of water mains, sewer mains, pumping stations, water tanks, and other related utilities construction.

  • Or a combination of education and experience as described above.

Required Licenses/Certifications and Other Special Requirements:

  • Must possess and maintain a valid driver's license consistent with Prince William Water policy requirements.

  • Certification as a Project Management Professional (PMP) by the Project Management Institute; or Certified Construction Management (CCM) by the Construction Management Association of America upon hire or required to obtain and maintain within two years of employment in this position.

  • Must successfully pass a credit check.

Minimum Lead/Supervisory or Management Experience:

  • At least three years of management responsibility with direct supervision and management of others.


Physical Demands and Work Environment

The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.   • Physical demands: The work is mostly sedentary with periods of light physical activity. The work requires the ability to speak clearly and to see and hear clearly with or without correction. Subject to work beyond the normal scheduled hours of work to attend evening meetings and work sessions.
  • Work environment: Primary work is performed indoors in a standard office setting. The noise level in the work environment is usually moderate. The work is subject to inflexible demands occasionally requiring work at Service Authority facilities and project job sites. Proper Personal Protective Equipment is required and is provided.
