Healthyhorns is the umbrella brand encompassing University Health Services, Counseling and Mental Health Center and Longhorn Wellness Center. Together, the departments work to enhance the health and well-being of students' bodies, minds and lives in support of their academic and personal goals.

University Health Services (UHS) is an accredited on-campus medical facility dedicated to addressing the varied healthcare needs of UT Austin students. UHS provides comprehensive services, including general medical care, public health education and specialty clinics.

Counseling and Mental Health Center (CMHC) is an accredited on-campus mental health facility dedicated to supporting the well-being of UT Austin students. CMHC offers a range of services, including assessment and referral, group and individual counseling, psychiatry and well-being services.

The Longhorn Wellness Center is the health promotion unit servicing University Health Services and Counseling and Mental Health Center. Staff focuses on educating students about priority college health issues by hosting workshops and events, creating new tools, and collaborating with the campus community to enhance overall well-being.

Purpose

To provide strategic leadership for information technology (IT) services for the Healthyhorns organizations (Counseling and Mental Health Center, University Health Services, and the Longhorn Wellness Center) and the Disability & Access department. Provide high-level administrative oversight of the Health Information, Technology, and Security (HITS) team and operations. .

Responsibilities
  • STRATEGIC LEADERSHIP: High-level leadership of the Health Information, Technology, and Security (HITS) team. Lead regular strategic planning efforts for HITS. Develop and implement technology strategies that support business and patient care objectives. Uphold policies for secure and ethical handling information, research, and data regulations. Engage with cross-functional teams, including clinical and non-clinical, to identify how technology can serve to support business functions. Serve as a senior staff member to provide input for decisions, goals, strategies, etc. regarding the operation of University Health Services.

  • MANAGEMENT & SUPERVISION: Manage a team of 4-5 professional and 1-2 student staff working in desktop support, data security, software systems, network administration, inventory management, project management, and health information/records management.

  • IT INFRASTRUCTURE & ASSET MANAGEMENT: Lead the management of all IT infrastructure across the Healthyhorns organizations and Disability & Access department. Collaborate with clinical and administrative leaders to address IT needs. Oversee IT asset management and system recovery plans with technical staff. Provide financial guidance, including budgeting, IT procurement, and staying updated on technology and pricing to optimize investments.

  • PARTNERSHIP MANAGEMENT: Work with external partners on campus and beyond campus to achieve common goals and effectively position Healthyhorns among peer groups.

  • DATA & INFORMATICS: Close collaboration with Research & Clinical Data Informatics team to fulfill data and informatics goals of the organization. Use technology to support data goals. Help create and manage data governance rules. Participate in the Data Governance Committee. Make IT decisions based on data.

  • Other related functions as assigned.

Required Qualifications
  • Bachelor's degree in computer science, data science, business administration, or related field.

  • Five (5) years of progressive growth in information technology systems administration and IT management, with at least three (3) years in a leadership role.

  • Strong leadership capacity, with the ability to operationalize vision into practice.

  • Proven leadership experience and the ability to manage and develop a high-performing team.

  • Demonstrated IT project management experience.

  • Demonstrated ability to create robust processes and use technology tools to fulfill organizational goals, create efficiency, and provide high-quality customer service.

  • Experience collaborating with cross-functional teams, such as healthcare providers, HR, administrative, and research professionals.

  • Experience with software and IT hardware procurement processes.

  • Familiarity with best practices for data and IT system security.

  • Experience with HIPAA regulations for protected health information.

  • Excellent communication skills.

  • Forward-thinking, proactive, strategic, and solution-focused approach to department management.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications
  • Master's degree in computer science, data science, or business administration field.

  • Seven (7) or more years of progressive growth in information technology systems administration and IT management, with at least five (5) years in a leadership role.

  • Experience working with healthcare information and data and/or working with electronic medical records (EMR) / electronic health records (EHR) systems.

  • Experience with secure and ethical handling of protected health information and academic, research, and administrative data in accordance with HIPAA and FERPA regulations.

  • Experience collaborating with informatics professionals, supporting data analytics teams/projects, and establishing data governance structures for complex organizations.

  • Experience in integrating AI into healthcare technology platforms.

Salary Range

$115,000 + depending on qualifications
