Job Description

Puget Sound Energy is looking for a Manager Energy Equity to join our team. PSE is on our journey to cleaner energy and a key part of this transition is to ensure that named communities in our service territory are able to share in the benefits of and not shoulder a disproportionate share of the burdens associated with this transformation. The Manager Energy Equity will be charged with leading the team that will research, develop and implement programs that support this goal.

This will be accomplished by analyzing the current impact of benefits and burdens to those communities and implement solutions that mitigate inequities. This team will develop meaningful engagement plans for named communities by using channels and content that meet them where they are. This role will build this team to be responsible for a suite of activities that support energy equity objectives and principles. These activities include managing the incorporation of concepts of energy equity in all state regulatory proceedings, including rate cases, tariff filings and proceedings related to changes in regulatory policy.

This is a small team with important enterprise impact so success requires a team player who is curious, creative, assertive and focused on positive outcomes for PSE customers and communities.

This role will be the center of excellence in energy equity and will need to provide guidance and expertise across the company to facilitate and drive business initiatives related to energy equity.

We are looking for someone that has the passion and drive to mature this team and further best practice in this space. Experience with utility operations will be critical to help drive these programs. The ideal candidate will also need to have strong ties to the community and be able to build strong relationships with our customers, both internal and external, to get buy in and support on these projects.

Job Responsibilities

  • Employee Safety, Development & Team Building - Provides employees with coaching, feedback, and developmental opportunities and building effective teams:

    • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings.
    • Sets clear expectations and holds employees accountable for performance as well as safety goals/targets where applicable.
    • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
    • Challenges and inspires employees to achieve business results.
    • Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
    • Conducts and ensures the completion of performance reviews and development plans.
    • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.


  • Develops processes and procedures to facilitate consistency in energy equity outcomes, and employee engagement in energy equity activities.
  • Participates in cross-functional leadership teams in both leadership and participant roles where business needs are impacted by energy equity.
  • Develops guidelines for program management and implementation.
  • Develops processes and procedures for implementing energy equity management as it relates to organization functions, as well as energy equity efforts across the company, including external audit management, monitoring plans, reporting, regulatory reporting, etc.
  • Develops processes and procedures for employees to use for gaining clarity of energy equity expectations.
  • Develops training programs to ensure employees are knowledgeable regarding energy equity issues, risks of non-compliance, and conducts the necessary training.
  • Maintains the energy equity management framework.
  • Assists with incorporating energy equity principles into preparation of rate case proceedings, tariffs and other regulatory filings.
  • Manages department budget and goals.
  • Develops, contributes to and negotiates regulatory policies necessary to implement the company's overall energy equity strategies.
  • Represents the company in senior-level federal, regional and state regulatory forums that develop policies and influence decisions from these forums to better position the company in achieving overall short and long-term energy equity objectives.
  • Develops and maintains strong relationships with external constituents including EAG (Equity Advisory Group), EEI (Edison Electric Institute), AGA (American Gas Association), BPA (Bonneville Power Administration) and WUTC (Washington Utilities and Transportation Commission).
  • Develops alternatives on energy equity issues, presents these to PSE executives, and negotiates towards desired results with various federal, regional and state regulatory entities.
  • Monitors federal, regional and state energy regulatory policies affecting the company's energy equity objectives.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in business, accounting, economics, finance, political science, public policy, social justice, and/or applicable field, or an equivalent combination of education and relevant experience.
  • Seven (7) years of relevant experience including five (5) years of program development and management.
  • Proven leadership experience.
  • Must demonstrate an understanding of the state regulatory process and state issues regarding the electric and gas utility industries.
  • In depth knowledge of the utility industry.
  • Strong people management skills, including the ability to motivate and develop staff.
  • Exceptional organizational skills and the ability to take initiative.
  • Ability to influence indirectly and build constructive working relationship throughout and at all levels of an organization.
  • Strong strategy development, compliance, and process improvement background.
  • Ability to balance multiple projects, priorities, and deadlines.
  • Ability to collaborate and communicate effectively across all levels of the organization and with interest groups outside the organization.
  • Must be able to understand and effectively communicate detailed regulatory requirements and governmental statutes to staff and to leaders within the organization.
  • Proficient with Microsoft Office, Word, Excel, PowerPoint.

Desired Qualifications

  • Understanding of principles related to energy, environmental and/or social justice; sustainability; related fields.
  • Knowledge of SAP

The pay range for this position is$101,500.00-$241,100.00, and this position is eligible for annual goals based incentive bonuses.
